Digital Permit Access
Vermont Digital Permit: No App, Physical Card Required
No, you cannot download an official digital copy of your Vermont Learner's Permit. The Vermont DMV does not offer a digital learner's permit option. You must carry the physical plastic or paper card issued by the DMV whenever you are driving.
Does Vermont DMV Offer a Digital Learner's Permit or Mobile ID?
Vermont has not launched an official digital learner's permit or mobile learner-permit credential. A phone photo or screenshot is not the same thing as an official permit.
| Credential | What It Means |
|---|---|
| Official digital/mobile learner permit | Not currently offered as a Vermont learner-permit credential. |
| Physical learner-permit card | The permanent state-issued learner-permit credential. |
| Temporary permit or receipt | An official temporary credential when Vermont DMV issues one for the transaction; use it only for its stated validity period. |
| Phone photo or screenshot | Not a substitute for the official physical or valid temporary credential. |
Is Vermont's 90-Day Temporary Learner-Permit Receipt a Digital Permit?
No. The receipt is an official temporary learner's permit for 90 days; it is not a mobile credential. Keep the valid receipt in your possession when driving until the permanent card arrives.
Adding a Vermont Learner's Permit to Apple Wallet or Google Wallet
Vermont does not currently provide an official learner-permit credential for Apple Wallet or Google Wallet. Saving a photo, PDF, or screenshot on your phone does not turn it into an official mobile permit.
Using a Phone Photo or Digital Copy of a Vermont Learner's Permit
Since no digital permit exists, it is not accepted anywhere for driving, showing a phone photo of your permit at a traffic stop earns you a ticket, not a pass.
| Location/Scenario | Digital Permit Accepted? | Notes |
|---|---|---|
| Traffic Stop by Police | No | Carry the official permit card or a valid temporary permit. A phone photo is not a replacement for either. |
| DMV Office Transaction | No | For identity verification, staff at the Montpelier or South Burlington DMV require the physical permit. |
| Vehicle Rental Counter | No | Rental agencies like those near Burlington International Airport require the physical permit and supervising driver's license. |
A teen in Rutland tried to use a screenshot of their permit at the DMV to get a license upgrade. The clerk rejected it, requiring them to return home to retrieve the physical card, causing a full-day delay and a rescheduled appointment.
How to Get the Physical Vermont Learner's Permit
Complete Vermont DMV's current learner-permit application and testing process, then follow DMV's issuance instructions for the temporary and permanent credential.
For application and document requirements, see the Eligibility & Documents guide. Check Permit Cost & Fees for the charges that apply.
What Happens at a Vermont Traffic Stop Without a Physical Permit?
A phone photo or screenshot is not a substitute for your official Vermont learner's permit or a valid temporary permit. Carry the credential DMV issued for driving.
For the roadside consequences of forgetting the permit, see the Forgot Permit While Driving guide.
How to Prepare for the Vermont DMV Knowledge Test
Study the Vermont Driver's Manual and use the permit-test guide to prepare for the knowledge test. For supervised driving practice, see Required Practice Hours.
How to Replace a Lost Vermont Learner's Permit
If your physical permit is lost, follow Lost / Stolen Permit in the Appointments & SOS guide. A phone image does not replace a lost permit.
For an eligible online replacement, Vermont DMV provides a temporary credential while the permanent replacement is mailed. You may use a valid temporary credential for the period DMV gives it; do not drive without a valid physical or temporary permit.
