Quebec Class 5 Permit: SAAQclic Online Steps vs. Mandatory In-Person SAAQ Visit (2026)

You cannot get a Class 5 learner's licence entirely online in Quebec. The Societe de l'assurance automobile du Quebec (SAAQ) mandates in-person visits for all first-time applicants. However, online services handle scheduling, forms, and status checks.

What Quebec Class 5 Permit Steps Can You Complete Online via SAAQclic?

Which SAAQ Online Tool Handles Each Class 5 Step?

SAAQ uses different online tools for different Class 5 steps. You cannot obtain the first learner's licence fully online.

For the first learner's licence, use the appointment service after Phase 1 and Module 5. For detailed booking and rescheduling guidance, see the Appointment Scheduling guide.

Managing Your Licence in SAAQclic

SAAQclic can be used for eligible file-management services. If you replace an eligible licence online, download the provisional licence, print and sign it, and carry it while driving until the official licence arrives.

SAAQclic Mobile Access

SAAQclic is a web service rather than a mobile driver's-licence app. A phone screenshot or photo of a licence is not the same as an official licence or printed provisional document.

Information Needed to Create a SAAQclic Account

Your first SAAQclic login uses the Quebec Government Authentication Service. The account-creation process asks for your Social Insurance Number, Quebec Health Insurance Card number, a notice-of-assessment number from one of the two most recent Quebec tax years, and either a driver's licence reference number or Health Insurance Card reference number.

If You Cannot Complete SAAQclic Account Setup

If you cannot provide the notice-of-assessment number or one of the required reference numbers, you can request a validation code by mail and continue account creation after it arrives. If you do not have the necessary identification, SAAQ also lists service centres that can help with Government Authentication Service account creation.

How long can SAAQclic account verification take if you need a code by mail? SAAQ says the validation code usually arrives within 10 business days. Without the mailed code, you cannot finish that verification route immediately.

Why Is an In-Person SAAQ Visit Mandatory for Your Quebec Class 5 Learner's Permit?

In-Person Requirement for First-Time Applicants

Your first Class 5 learner's licence requires an in-person SAAQ visit for identity verification, vision screening, photo and signature. Bring the required original documents and the driving-school attestation. Detailed document rules are covered in the Required Documents guide.

Booking Windows for the SAAQ Knowledge and Road Tests

The driving-school Module 5 test comes before the learner's licence. The separate SAAQ knowledge test is available after at least 10 months with the learner's licence and currently costs $13.50. The road test comes after at least 12 months, once the driving course is completed and the knowledge test has been passed; its current fee is $33.75.
