Shoro.aiYes. Quebec law requires every new driver to complete Phase 1 of a government-approved driving school program before the SAAQ issues a Class 5 learner's permit. There are no age-based exceptions.
For Quebec Class 5 learner permit rules and practice tests, see Shoro.ai Quebec Learner Permits.
You must finish Phase 1 of the official driving course to get your learner's permit. Completing the entire course (Phases 1-4) is required later to obtain your probationary license.
Only driving schools recognized by the SAAQ (Societe de l'assurance automobile du Quebec) are valid. Parent-taught instruction is not accepted.
After passing your driving school's Module 5 exam, you receive an Attestation of Successful Completion of Phase 1.
Many applicants misunderstand the instruction permit education requirements.
| Age Group | Requirement for Learner's Permit |
|---|---|
| 16-17 Years Old | Mandatory course + signed parental consent form. |
| 18 Years and Older | Mandatory course. No parental consent needed. |
At the Saint-Michel office, form downloaded from a saaq regional sub-page - one version behind the current form on saaq. gouv. qc. ca. Rejected at intake; current version printed at the SAAQ office lobby and resubmitted same day.
One Longueuil applicant found out the hard way: health insurance card (ramq) had expired the previous month - brought as secondary id. Rejected immediately; RAMQ renewal and new SAAQ appointment set 8 days out.
To get your learner's permit after your course:
Verify your Phase 1 attestation details with your driving school before your SAAQ appointment to avoid rejection for mismatched information or an expired certificate.
Book your SAAQ appointment for early morning on a weekday at less busy centres (e.g., SAAQ Point-Claire) to avoid the common 3+ hour wait times common at downtown Montreal locations.
There are no waivers to skip drivers education for a permit. After receiving your learner's permit, you must hold it for at least 10 months, complete the remaining course phases, and then pass the SAAQ exams to progress through the Quebec graduated licensing system.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
