Wyoming does not provide a digital instruction permit. The Wyoming Department of Transportation does not issue an electronic driving permit or a virtual learner's permit. Use the physical permit issued by WYDOT.
A digital learners permit is not legally equivalent to the physical permit. Law enforcement officers in Wyoming require the physical document for roadside verification. You must carry the original permit while driving.
| Format | What It Means |
|---|---|
| Physical learner permit | Official issued credential |
| Temporary paper credential | Official interim credential when issued |
| Photo or PDF on a phone | Not an official digital instruction permit |
| Digital driver's license | A separate concept; it is not a Wyoming instruction permit |
You receive your physical instruction permit after passing the written knowledge and vision tests at a WYDOT exam station. There is no app or portal to access a mobile version.
When driving, you must carry these documents:
| Document | Required Format | Notes |
|---|---|---|
| Wyoming Instruction Permit | Physical only | Paper temporary or plastic card |
| Supervising Driver's License | Physical (digital acceptable if 18+) | Must be a licensed driver 18+ |
| Vehicle Registration | Physical or digital | Current Wyoming plates |
| Proof of Insurance | Physical or digital | Must meet state minimums |
Does oneWYO provide a downloadable copy of your learner permit? oneWYO provides online Driver Services functions, but WYDOT does not describe a downloaded permit image or account screen as a replacement for the issued instruction permit. Do not treat a portal display as the credential you must carry while driving.
A photo or PDF of your permit on a phone is not the same as an official instruction permit.
One More Thing: Do not laminate your paper interim permit - WYDOT may treat a laminated document as altered or tampered with, which can lead to rejection at the testing station. Keep it flat in a protective sleeve instead.
Full Wyoming permit rules are at the Wyoming learner's permit guide.
Since no digital version exists, safeguarding your physical permit is mandatory. Keep it in a dedicated wallet slot.
Wyoming law requires an instruction-permit holder to have the permit in immediate possession while driving. A phone image is not a substitute for the issued permit.
WYDOT is exploring mobile ID options for future unrestricted licenses, but instruction permits will remain physical-only. A functional digital permit is not currently offered.
For later road-test document requirements, use the dedicated road-test documents guide rather than relying on a digital copy of your permit.
WYDOT's current public Driver Services material does not list a mobile learner-permit credential. Unless WYDOT specifically issues an approved digital permit in the future, use the physical permit required for driving.
Is a scanned copy of your permit useful as a backup? A scan or photo can help you keep the permit number and other information for your records, but it does not replace the official permit while you are driving.
WYDOT's current learner-permit and oneWYO pages do not identify an instruction permit as an official Apple Wallet or Google Wallet credential. Carry the permit issued by Wyoming rather than relying on a phone-wallet version.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"

"I was struggling with the specific road rules of my state until I used Shoro. The flashcards are a game changer for quick revision before the actual exam."
