Ohio Learner's Permit Photo Rules: No Glasses, Central Issuance, and Retake Policy

What Happens Before Ohio BMV Takes Your TIPIC Photo?

Does Ohio BMV Take Your Photo When You Apply for a Learner's Permit?

Yes. Your photo is taken at the Deputy Registrar agency when you apply for your Temporary Instruction Permit Identification Card (TIPIC). The same photo is generally used for your later license unless the BMV requires a new one.

Does Ohio BMV have to take a new photo for a TIPIC, or can it reuse an old ID photo?

The TIPIC application includes photo capture at the deputy registrar. Do not assume an older state-ID photo will replace that step.

Photo Capture Process and Guidelines

The photo is captured after you pass your vision and knowledge exams and present your identity documents. Follow these permit photo guidelines to avoid rejection.

• No Eyeglasses: Remove them to prevent glare, aligning with Real ID standards for your learners permit picture.
• Neutral Face: Use a natural expression; exaggerated smiles can interfere with biometric software.
• No Headwear: Hats and caps are prohibited unless for religious or medical reasons. Your face must be fully visible.
• Solid Color Clothing: Wear a color that contrasts with the blue background for a better BMV photo for learners permit.

A student in Columbus was sent to the back of the line at the Morse Road agency for wearing glasses, causing a 45-minute delay. Another applicant in Cleveland's West Side office was asked to remove a baseball cap before the photo could be taken.

Can you wear contact lenses in an Ohio BMV permit photo? Yes. Contact lenses do not create the glare or obstruction issue that requires eyeglasses to be removed for the credential photo.

Can you wear a hijab, turban, or other religious head covering in an Ohio BMV photo?

Yes. Religious or medical head coverings are allowed, but the face must remain fully visible for the photo.

Are facial piercings or makeup allowed in an Ohio permit photo? Ordinary makeup or facial piercings are not treated like prohibited hats or glasses, but they must not block or distort the facial features needed for the credential image.

What Happens After Your TIPIC Photo Is Taken

Ohio uses central issuance, so the plastic TIPIC is not normally handed to you at the counter.

1. Your photo and signature are captured during the TIPIC issuance process.
2. You receive the official interim document provided by the BMV.
3. The plastic credential is mailed after processing. See the dedicated processing-time page for delivery details.

The same photo may continue to be used on a later credential unless the BMV requires a new image.

Retaking Your Permit Photo

You generally cannot retake the photo for vanity reasons. Ohio BMV does not publish a formal photo-retake policy.

Check the Ohio learner's permit guide for current rules and fees.

• Valid Reason: Eyes closed or a blurry image due to equipment error. Request a retake immediately at the counter.
• Invalid Reason: Disliking your hair or expression. These are not grounds for a free retake.

A teen in Cincinnati blinked during the photo at the Clifton agency but didn't check the clerk's screen. She received a blurry permit card in the mail and had to pay a replacement fee to get a new one.

Worth Noting: Check the preview screen on the clerk's monitor before you walk away to avoid receiving a flawed card in the mail.

TIPIC Photo Cost and How to Prepare

The photo is part of the TIPIC issuance process. For the current permit fee and the full identity/residency document checklist, use the dedicated Ohio fee and required-documents pages.

Before the photo is taken, be ready to follow the BMV's photo instructions so the image can be accepted without another capture.
