A lost North Carolina learner permit can be replaced online, at an eligible self-service kiosk, or at a Driver License Office. The best method depends on whether the permit is active and whether you need to change information or resolve an account issue.
| Replacement Method | Best For | Key Limitation |
|---|---|---|
| Online | Eligible active permits with no information changes. | Not every account or permit status qualifies. |
| Self-Service Kiosk | Eligible duplicate transactions where kiosk service is available. | Availability and eligible transaction types vary. |
| Driver License Office | Cases needing identity review, a new photo, data changes, or help with a blocked transaction. | May involve appointment or walk-in wait time. |
Check the current NCDMV fee shown during the transaction before paying. Online or kiosk service charges, when applicable, are separate from the credential fee.
The online replacement process requires credential information, including the permit number. Check places where the number may already be recorded, such as school or university records, insurance records, or a stored copy of the permit. If you still cannot recover the information needed for the online transaction, use a Driver License Office for help.
Online replacement is limited to eligible credentials and account situations. If the permit status, account details, requested changes, or identity checks prevent an online duplicate, NCDMV may require an office visit instead.
Bring your certified birth certificate and Social Security card to replace a lost permit. If your birth certificate is also lost, contact your county Register of Deeds for a new certified copy.
Durham: Tracking showed delivered-card never found at the address. In-person reissue filed; replacement in 14 days. North Carolina tip: Durham apartment mail theft is a known issue; check with the building manager before filing a reissue.
A 16-year-old in Charlotte has their permit stolen. They and their parent visit the Charlotte East driver license office with the teen's birth certificate and the parent's ID. They pay the fee and leave with a temporary paper permit that day.
For detailed replacement steps, check the complete guide at shoro.ai/nc-lost-permit-guide.
If you need an office visit, use the appointment scheduling and office-hours guides for current availability and wait-time planning.
Do you need a police report if your learner permit was stolen? NCDMV's standard duplicate-credential instructions do not list a police report as a normal replacement requirement. A report may still be useful for separate theft or identity-protection reasons, but it is not part of the standard replacement checklist.
You may drive only if you are carrying a currently valid learner permit credential, such as a valid paper Temporary Driving Certificate issued for your transaction. An old Temporary Driving Certificate does not become valid again just because the plastic permit was later lost.
Some qualifying kiosk replacement transactions can print a new temporary certificate. An online order confirmation or a phone screenshot is not the same as a valid driving credential.
Driving without carrying a valid license or permit can still create a citation and court hassle. Keep the valid temporary certificate with you until the replacement card arrives.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
