Lost, stolen, or damaged Missouri instruction permits are handled through a duplicate-permit transaction at a Missouri license office.
Visit any Missouri license office in person to replace your lost instruction permit. Online replacement isn't available for the general public.
Fill out an application, show your identification documents, and pay the fee. You'll walk out with a temporary paper permit valid immediately.
Military mail-in rules are form-specific. Form 4317 is for eligible driver-license renewal or duplicate transactions, not a general instruction-permit replacement form. Certain qualifying mobilized or deployed service members may use Form 4318 for an instruction-permit transaction. Do not assume the same mail-in option automatically applies to dependents.
A duplicate replaces the existing credential; it is not a renewal. DOR processes a duplicate when the document is more than 184 days from expiration, while documents closer to expiration may be handled differently. See the DOR duplicate guidance.
A duplicate does not create a new first permit simply because the card was lost. The 182-day GDL period is tied to holding the instruction permit, while the duplicate transaction replaces the credential. Keep records of the original permit if you have them and ask DOR about any unusual record issue.
Bring a government-issued photo ID or birth certificate, Social Security verification, and one Missouri residency document. Teens under 18 also need a parent or guardian present to sign the replacement application.
Download the REAL ID checklist before your visit to verify you have everything needed.
Check the Missouri learner's permit guide for current rules and fees.
All Missouri permit requirements are covered in the Missouri permit guide.
Bring physical, printed copies of all documents; digital bills on your phone may not be accepted at every office.
The published DOR replacement route is to apply for the duplicate at a Missouri license office with the required identity and residency proof. Unless DOR confirms another eligible transaction method for that permit holder, plan for the teen applicant to appear for the replacement.
Operating a vehicle without your permit physically in your possession is illegal in Missouri. You can be cited for failure to exhibit a license or driving without a license.
Wait until you receive your temporary paper permit before driving. You get this temporary permit immediately after completing your application and paying the fee at the license office.
Missouri DOR won't re-mail to PO boxes. One Independence applicant had their permit mailed to a PO box that had been closed months earlier, reissue requested, card expected in 12 days. Provide a residential street address for all permit deliveries, and update it on MyDMV before your card ships.
Loss, theft and damage all use the same duplicate-permit transaction.
For appointment availability, office hours and wait-time strategy, use the dedicated Missouri appointments and hours pages.
DOR does not list a police report as a required document for the duplicate-permit transaction. The official instructions call for proof of identity, Missouri residency and the duplicate application/fee. A police report may still be useful for your own theft or identity-theft records. See the DOR lost-permit FAQ.
The standard DOR instruction is to obtain a duplicate at a Missouri license office. If you are temporarily outside Missouri and cannot return promptly, contact the Driver License Bureau before assuming a mail or remote option applies to your permit.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
