Once you pass MSHP testing, the Department of Revenue (DOR) license office visit is where your permit is issued. This guide covers what happens inside that office: Q-Flow check-in, document counter, photo, payment, and same-day paper permit.
Before the DOR visit, complete the required MSHP testing and obtain the Driver Examination Record (Form 100). This page focuses on what happens after that, at the license office.
If you do not pass the knowledge test, follow the examiner's retest instructions before returning to the DOR office. For retake rules and study guidance, use the dedicated Missouri failed-test page.
After passing MSHP testing, take Form 100 and your required documents to a Missouri license office.
DOR requires you to bring the Driver Examination Record (Form 100) to complete the permit transaction. Missouri's public instructions do not state that applicants should expect the original back, so make a copy or photo beforehand if you want it for your records. See the DOR first-time driver checklist.
The permit cannot be completed until the required identity, lawful-status, Social Security and residency documents are accepted. Ask the clerk which document needs to be replaced, then return with an acceptable document from the current DOR checklist.
You can return with the missing document while the office is still open, but do not assume your original queue position or appointment will be held. Check with that office before leaving and be prepared to check in again.
For an under-18 instruction permit, a qualified person must accompany the applicant and sign the permission statement. Missouri does not publish a separate rule saying exactly when that person may leave, so stay until the office confirms the required signature step is complete. See the Missouri GDL FAQ.
If the office runs out of time before issuing your permit, you must return another day, your Form 100 remains valid, but your place in line does not.
At the Springfield West Kearney office, if your number isn't called by 4:45 PM for a 5 PM close, you will be turned away and need to return. Check local DOR office hours before you go.
At the DOR license office, expect four main steps: check-in, document review, photo/signature capture, and payment. Exact queues and appointment systems vary by office.
For current office wait times and the best time to visit, use the dedicated Missouri permit hours and wait-times page.
Bring Form 100 and the required identity, SSN and residency documents. The current Class F instruction permit fee is $10.
See the Missouri DOR fee chart and required-documents checklist for the current official requirements.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"

"I was struggling with the specific road rules of my state until I used Shoro. The flashcards are a game changer for quick revision before the actual exam."
