You cannot get a California instruction permit entirely online. State law requires a mandatory in-person visit for first-time applicants. The online "MVProctor" option was sunset in 2025. However, you can complete most preparatory steps digitally before your office appointment.

You can start the permit application online, but a first-time instruction permit still requires an in-person DMV visit.

Yes. California DMV says the online DL/ID application requires you to create or sign in to a DMV online account. The account uses two-factor authentication, so you need an email address and a way to receive a phone call or text message.
The online application cannot be completed without the account verification step. Use DMV online help if the code is not arriving. If the online account cannot be used, DMV also makes a paper DL/ID application available at field offices.
California does not offer the online eLearning option for first-time instruction permit applicants. Eligible renewal applicants may use eLearning, but a new permit applicant completes the required knowledge test at a DMV office.
Detailed test format and retake rules are covered in the California permit test guide.
Does California have online DMV services for permits? Yes. MyDMV supports the online DL/ID application, appointment management, and other eligible online services, but an original instruction permit still requires the in-person steps described above.
Can I check my permit status online in California? Use the DMV Driver's License & ID Card Status tool when a status check is available for your transaction. For processing times, mailing timelines, and delay troubleshooting, use the dedicated California permit processing-time guide.
First, confirm that you signed in with the same DMV account used to start the application. If the application still cannot be found, use DMV online help or contact DMV instead of assuming the application was cancelled or starting duplicate applications.
If you already submitted the application and cannot edit the mistake online, bring the correction to the DMV employee when you complete the transaction. Do not create a second application unless DMV directs you to do so.
The CA DMV Wallet/mobile driver's license program is for eligible California driver license and ID card holders. Instruction permits are not eligible for the mDL.
Permit holders should not treat the wallet app as a digital copy of their learner's permit. Keep the issued paper instruction permit with you when driving.
Your permit application has a limited validity window. Online services do not extend that window or replace any required DMV steps.
If the application expires, the applicant may need a new application and the current fee. See the eligibility/validity coverage for the full expiration and renewal rules.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
