California Digital Permit: Can a Learner Permit Be Added to a Mobile Wallet?
California does offer a digital credential option for driver's licenses and ID cards, but the rules around instruction permits are different, and the old DMV Now app no longer exists. Here's what actually works in 2026.

Can You Download a Digital Copy of Your California Instruction Permit?
No. California does not issue a digital instruction permit. The paper permit from the DMV counter is the only valid document for supervised driving. The CA DMV Wallet app applies only to full driver licenses, not instruction permits.
The old California DMV Now app was retired on October 31, 2025. Any reference to it is outdated. The CA DMV Wallet app replaced it for digital credential access.
Can I add a California learner permit to Apple Wallet?
No. Apple Wallet supports an eligible California driver license or state ID. A California instruction permit is not the same credential and cannot be added as an mDL.
Can I add a California learner permit to Google Wallet?
No. Google Wallet can store an eligible California driver license or state ID, not an instruction permit. Permit holders still need the issued paper permit for the learner-permit stage.
California Mobile ID Options for Eligible Driver Licenses and IDs
The CA DMV Wallet app holds your Mobile Driver License and is accepted at TSA checkpoints in LAX, SFO, and other California airports. It requires Face ID or fingerprint authentication and a California license number.
The CA DMV Wallet app is available on iOS and Android. Setup requires a few specific conditions to work.
- Download CA DMV Wallet from the App Store or Google Play
- Your phone must be NFC-enabled, running iOS 17.5+ or Android 9+
- Scan your physical DL or ID card to activate your digital credential; the card itself is required during setup
- Refresh your mDL every 30 days to keep it valid
- Log into your DMV account at dmv.ca.gov to manage your credential
Older phones that don't support NFC won't work with this app. If you're setting this up for the first time, you need your physical card on hand, it's not a workaround for a missing card.
Is the CA DMV Wallet the same as Apple Wallet or Google Wallet?
No. CA DMV Wallet is California DMV's own app, while Apple Wallet and Google Wallet are device-platform wallets. All of these mobile-ID options are for eligible driver licenses or state IDs, not learner permits.
Who Is Eligible for a California Mobile Driver’s License?
California's mobile driver's license is available only to eligible driver license and ID card holders. Instruction permits are not eligible for the mDL.
Where the California Mobile Driver License Is Accepted and Where It Falls Short
Eligible California mDLs may be accepted at participating TSA checkpoints and participating businesses, but acceptance is not universal.
This does not apply to instruction permits because learner's permits are not eligible for the California mDL.
When You Must Carry the Physical California Instruction Permit
Instruction permit holders should carry the issued paper permit whenever they drive. The California mDL does not replace a learner's permit.
For air travel, an eligible mDL may be accepted at participating TSA checkpoints, but a California instruction permit itself is not an mDL credential.
Do Not Use a Phone Copy as Your California Learner Permit
Do not rely on a screenshot, wallet app, or phone image as a substitute for a California instruction permit. Permit holders should keep the issued paper permit protected and available while driving.
If the permit is lost or damaged, use the dedicated replacement process. The current Class C replacement fee is $37.
California Learner Permit vs. Mobile ID: Quick Comparison
| Credential | Digital Option | What to Know |
|---|---|---|
| California instruction permit | No mDL | Carry the issued paper permit while driving. |
| Physical California DL/ID | Eligible cards may support mDL setup | The physical credential remains important because digital acceptance is not universal. |
| California mDL | Yes, for eligible DL/ID holders | May be accepted at participating TSA checkpoints and participating businesses; not available for instruction permits. |
What California Learner Permit Holders Should Remember
For a California instruction permit, the practical rule is simple: there is no learner-permit mDL. Complete the required in-person permit steps and carry the issued paper permit when driving.
- First-time instruction permit applicants complete the required knowledge test at a DMV office.
- mDL eligibility applies to eligible California DL/ID holders, not instruction permits.
- Eligible mDLs may be accepted at participating TSA checkpoints, but acceptance is not universal.
- Permit replacement, fees, and driving-without-the-physical-permit rules are covered in their dedicated pages.
