Minnesota's hybrid system allows partial online processing but requires in-person visits for permit issuance. You can pre-apply and take knowledge tests online, but identity verification and document submission happen at DVS offices.
You can pre-apply, schedule eligible services, check status, and use web-based knowledge testing where it is offered through a DVS-authorized administrator. You cannot receive a Minnesota instruction permit completely online.
For where and how Minnesota Class D knowledge testing is offered, including authorized web-based testing and DVS exam-station formats, use the dedicated test-location and format guide.
Use drive.mn.gov for Minnesota DVS permit services such as pre-application, scheduling and status checks. Do not treat a third-party phone app as an official Minnesota permit or as a replacement for the credential you must carry when driving.
Identity and document verification, vision screening, photo/signature capture, payment and permit issuance still require an in-person DVS transaction.
| Task | Online | In Person |
|---|---|---|
| Pre-application | Yes | Can be completed before the visit |
| Schedule a Class D written test | Yes | Test is taken at the scheduled exam station unless using an authorized web-based testing provider |
| Identity/document verification | No | Yes |
| Vision screening and credential photo | No | Yes |
| Receive the instruction permit | No | Yes |
Can I upload my permit documents to DVS before my appointment? The online pre-application lets you enter information before the visit, but it does not replace the in-person review of the identity and eligibility documents required for your credential.
Use the online tools to prepare, then complete the parts that require DVS verification in person.
For the full application sequence, use the dedicated Minnesota permit application guide rather than repeating every step here.
The state guidance reviewed does not provide a separate universal recovery tool for a lost pre-application confirmation number. Check your saved email or browser record first; if you still cannot retrieve it, use drive.mn.gov or contact DVS before your visit rather than assuming an old or incomplete confirmation will be accepted.
Use the Check Driver's License Status tool at drive.mn.gov. If your plastic card has not arrived after 8 weeks, submit the Non-Receipt Form or call DVS at (651) 297-3298.
Online pre-application does not replace the in-person permit transaction. Under-18 applicants also need the correct driver-education enrollment certificate: Blue Card or Pink Card, as applicable.
Bring the original documents required for your credential type. If you have been issued a Social Security number, provide it as required; if you have not been issued one, the Minnesota application allows the no-SSN election. Applicants under 18 must also bring a Blue Card or Pink Card, as applicable.
Use the dedicated Required Documents guide for the full identity, residency and REAL ID checklist.
The new Class D instruction permit fee is $29.50. Renewal, replacement and card-delivery details belong in the dedicated fee and processing-time guides because those amounts and timelines depend on the transaction.
Current Minnesota credential fees are listed at mn.gov.
Pre-apply online, check your documents before leaving home, and schedule the correct Class D written-test appointment. For web-based testing, use only a DVS-authorized administrator.
The biggest time-waster is assuming the online pre-application replaces the in-person permit transaction. It does not.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
