Florida Learner's Permit Photo: What FLHSMV Takes On-Site and How to Get a Retake

Yes, you take a photo for your Florida learner's permit at the FLHSMV office. The photo is taken during your in-person appointment after you pass vision and knowledge tests. You cannot bring a photo from home. The temporary paper permit has no photo-your photo appears only on the permanent plastic card mailed to you.

When and How Does FLHSMV Take Your Learner's Permit Photo?

Your photo is captured at the service center at the end of your successful appointment, before you receive your temporary paper permit. A clerk uses a digital camera connected to the state's system. You cannot submit a photo from home or a third-party service.

• When: At the end of your successful appointment, before you receive your temporary paper permit.
• Where: At the service counter or a designated photo station within the FLHSMV office.
• How: A clerk uses a digital camera connected to the state's system. No external photos accepted.

How the Photo Appears on Your Permit

• Temporary Permit: The paper interim document does not contain your photo.
• Permanent Permit: The plastic card mailed to you features your color photo in the top corner, alongside your personal information and permit class.
• Digital Record: The same photo is stored in the FLHSMV database and will be used for your future driver's license unless you request a new one at that time.

Review the Florida Driver Handbook for full photo standards and permit requirements. Complete the parental consent form for under-18 applicants before your appointment.

Will FLHSMV Reuse an Old Driver License or ID Photo for Your Learner's Permit?

Do not count on an older state photo being reused for an original learner's license transaction. FLHSMV keeps credential images in its records, but the office may capture a new image as part of the issuance process. Follow the examiner's instructions at the photo station.

Florida Learner's Permit Photo Guidelines: What's Allowed and What Isn't

Florida follows strict guidelines for driver credential photos to ensure security and clarity. Violations delay your appointment and may require a return visit.

• Attire: No hats or head coverings unless worn for religious or medical reasons (must not obscure the face).
• Eyewear: No sunglasses or tinted glasses. Prescription glasses are allowed if they do not cause glare.
• Expression: Neutral expression with both eyes open and directly facing the camera.
• Background: Plain light background. The service center provides this-no external backdrop needed.

A teen in Tampa was asked to remove their fashion sunglasses and retake their photo, causing a 15-minute delay during a busy Friday afternoon at the Dale Mabry Highway center. Dress for the photo before you arrive.

Is a Florida Learner's Permit Photo Different From a Driver's License Photo?

The photo process for a learner's permit and a driver's license is identical in Florida. The same image is often carried forward to your first license unless you request a new one.

An Orlando applicant used their 15-year-old permit photo on their first license, leading to frequent ID checks at airports; they paid for a new photo during their first renewal. If you want a fresh photo at license time, request it during that appointment.

Can You Smile in a Florida Learner's Permit Photo?

Use a neutral, natural expression unless the examiner directs you differently. Keep your eyes open, face the camera directly, and make sure your full face is visible.

Can You Wear a Religious Head Covering in a Florida Permit Photo?

A religious head covering can be worn as long as it does not hide the face needed for identification. The examiner may ask you to adjust anything that blocks facial features.

Can You Wear Contact Lenses for Your Florida Permit Photo?

Yes. Contact lenses do not need to be removed just for the credential photo. The photo step is separate from the vision screening. If you need corrective lenses to meet the vision standard, that can affect the driving restriction shown on the credential.

Can You Retake Your Florida Learner's Permit Photo?

At the appointment, ask the clerk for another photo immediately if the image is clearly flawed, such as a blink, blur, or glare. After the permit is issued, duplicate or replacement rules apply.

• At the appointment: A technical retake can be handled before issuance.
• After issuance: Use the dedicated Lost / Stolen Permit page for replacement fees and procedures.
• Stolen permit: Florida law allows a stolen instruction permit to be replaced at no charge when satisfactory proof of theft is provided.

Tips for Getting an Acceptable Florida Permit Photo the First Time

• Dress in solid, contrasting colors to avoid blending with the light background and ensure your face is clearly defined in the image.
• Schedule your appointment for morning hours on a weekday to avoid rushed clerks during peak afternoon and weekend crowds at busy centers like Jacksonville Westside.
• Check for glare on your lenses before sitting for the photo by looking at the camera's preview screen; tilt your glasses slightly down if needed to prevent a retake delay.
