Digital Permit Rules During Traffic Stops and Out-of-State Driving

During a traffic stop, always present your physical instruction permit first.

• If you use the mID app, open it and present the QR code for scanning; do not hand your phone to the officer.
• For learners, officers almost exclusively require the physical card to verify restrictions immediately.
• Your physical Alaska permit is valid in other states that recognize it. A mobile version has zero validity outside Alaska.

Obtaining and Carrying Your Physical Permit

To get your physical permit, complete the Application for Driver License (Form D1). If under 18, also complete Parental Consent (Form 433).

• The instruction permit fee is $15. If the permit is lost, stolen, or damaged, use the separate Lost / Stolen Permit replacement guidance.
• The permit is valid for two years and can be renewed once.
• You must carry your physical permit, proof of insurance, and ensure your supervisor (age 21+ with 1 year experience) has their physical license.

• Bring both your birth certificate and social security card to the Fairbanks DMV; relying on just one often causes rejection and rescheduling.
