For the simple permit-to-Class C path shown below, the current state credential fees are $45 for a new permit and $45 for a new Class C license. Optional driver education, professional lessons, document replacement, vehicle rental, or other private costs can raise the total.
State fees for a permit and license are fixed. Optional training and unexpected costs cause the total to vary.
All applicants pay these core state fees to the Wyoming Department of Transportation (WYDOT).
| Required Fee | Cost | Notes |
|---|---|---|
| Learner's Permit (Form 10-4003 application) | $45 | Paid at any WYDOT office. |
| Written Knowledge Test | $0 | No separate fee; included with permit application. |
| Road Skills Test | $0 | No separate fee for initial Class C license. |
| Full Driver's License (Class C) | $45 | Paid upon passing the road test. |
Using the current published fees, the simple permit-to-new-Class-C path shown here totals $90 in state credential fees: $45 for the permit and $45 for the new Class C license. Optional training, renewals, replacements, or private costs can raise the total.
These costs are not required by the state for all drivers but are common, especially for teens.
All Wyoming permit requirements are covered in the Wyoming permit guide.
| Expense | Under 18 | 18 and Over |

| Core State-Fee Subtotal | $90 | $90 |

Does turning 18 make the Wyoming permit or license fee cheaper? No. WYDOT currently lists the same $45 new Class C or permit fee regardless of whether the applicant is under or over 18. Optional training costs depend on the provider and the applicant's choices.
Optional training prices vary by provider and location. Detailed lesson and package pricing belongs in the dedicated Behind-the-Wheel Training Cost article.
Other costs that can increase the total include:
If the permit needs to be renewed, WYDOT currently lists a $35 Class C or permit renewal fee. The renewal page covers when renewal is needed and how the process works.
WYDOT does not publish a separate standard Class C skills-test retake fee. Extra professional lessons, vehicle rental, or travel can still create private costs.
WYDOT does not list a separate noncommercial written-test retake fee. The same written test may be attempted twice in one day, so a first failure does not by itself create another $45 permit fee.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
