Wisconsin Permit Driving Restrictions: No Solo Trips, Supervisor in Front Seat, and Night Rule Differences

A Wisconsin instruction permit never allows solo driving. Every trip requires a qualified supervisor in the front seat: period. This applies to school runs, work commutes, and even quick errands around the block.

The GDL rules sound strict because they are. But they exist for a reason: teen crash rates drop significantly with supervised practice.

Can You Ever Drive Alone with a Wisconsin Instruction Permit?

No. You cannot drive alone with an instruction permit in Wisconsin. Zero exceptions exist: not for school, work, or emergencies.

• Cell phone ban: No texting, calling, or apps: even hands-free. The only exception is dialing 911.
• Absolute sobriety: Wisconsin enforces a 0.00% BAC limit. Any alcohol detection triggers immediate suspension.
• Seat belts: Driver and every passenger must buckle up.

Driving alone on an instruction permit is a violation that can lead to fines, demerit points and, for under-18 applicants, a new six-month violation-free period before probationary-license eligibility. For exact solo-driving penalties, use the dedicated Wisconsin permit-violation guide.

Universal vs. Under-18 Wisconsin Permit Rules

Qualified Supervisor Required for Every Wisconsin Permit Drive

Every Class D instruction-permit holder must have a qualified accompanying driver in the front passenger seat. Night driving uses stricter supervisor qualifications. For the exact age, relationship, license-experience and written-authorization rules, see the dedicated Wisconsin supervisor-requirements guide.

Wisconsin Permit Passenger Rules: Who Can and Can't Ride

You cannot carry friends in the car. The rules depend entirely on who is supervising you.

When a parent, guardian, or spouse supervises: Only immediate family (siblings, step-siblings living at your address) may ride in back.

When any other adult supervisor drives with you: The back seat must stay empty. No passengers allowed: family or otherwise.

• Friends, classmates, and cousins are always banned unless they're immediate household family
• One exception: permit holders age 16+ may carry one additional licensed adult who is 25+ with 2 years' experience

Do Wisconsin Instruction-Permit Passenger Rules Apply to Adults 18 and Older?

Yes. The Class D instruction-permit supervision and passenger rules apply to permit holders regardless of age. The age-specific difference is that written parent or guardian authorization for a 21+ non-parent supervisor is required only when the permit holder is under 18.

Can Other Students Ride Along When a Driving Instructor Supervises?

Yes, in a qualifying driver-training vehicle. When a qualified instructor is supervising and the vehicle is equipped with dual controls, up to three other people may ride in addition to the instructor.

Can You Drive on the Freeway or to School with a Wisconsin Permit?

Yes to freeways. No law bans permit holders from interstates. A qualified supervisor must be present and all standard rules apply.

Night driving: Allowed but requires a stricter supervisor: age 25+ or a certified instructor.

Driving to school: Only with a supervisor. Solo school trips are illegal. Most Wisconsin high schools require a probationary license before issuing a parking pass anyway.

Can You Drive in Another State With a Wisconsin Instruction Permit?

Possibly, but Wisconsin's permit does not override the other state's rules. When you drive outside Wisconsin, you must follow the instruction-permit laws of the state where you are driving. Check that state's rules before the trip.

At the Green Bay office, a parent sent a signed note with the teen's older cousin as escort: not sufficient. Denied; a legal parent or guardian must be physically present. Signed notes and adult relatives carry zero legal standing at Wisconsin DMV.

If you are under 18, you need 50 hours of supervised driving, including 10 during hours of darkness, before qualifying for a probationary license. The official HS-303 driving log can help you track the hours. The adult sponsor verifies the 50-hour requirement on the license application; the physical HS-303 log is not listed as a required submission.

What Are the Penalties for Violating Wisconsin Instruction-Permit Restrictions?

Permit violations can lead to fines, demerit points and licensing delays. For under-18 applicants, a qualifying traffic ticket can also affect the separate six-month violation-free requirement before a probationary license.

Exact solo-driving fines, point totals and suspension thresholds belong in the dedicated Wisconsin tickets and suspensions guide.

For complete GDL rules, download the Wisconsin Motorists' Handbook.

If you are under 18, you must also complete the minimum six-month permit-holding period and the required practice hours before moving to the probationary-license stage. Check the road-test waiting-period requirements before scheduling.
