The full cost of getting a Virginia driver's license, from permit fee to road test, ranges from $35 to over $850 depending on age and training path.
The Virginia learner's permit costs $3 plus the prepaid driver's license fee of $4 per year. A standard 8-year driver's license is $32, so the usual combined initial DMV payment is $35. A REAL ID adds a $10 one-time fee.
For payment-method detail, see the dedicated Virginia DMV payment methods guide.
For the standard 8-year path, the core DMV credential charges are $3 for the learner's permit plus $32 for the driver's license, for a usual combined amount of $35. Training, replacement documents, and other private costs are separate.
The current Virginia DMV fee chart does not list a separate standard road-skills-test fee. Other costs can still arise from training, vehicle preparation, retesting, or replacement transactions.
REAL ID adds a one-time $10 fee. With the standard 8-year permit/license amount of $35, choosing REAL ID brings the usual DMV credential total to $45.
Driver-training prices vary by school and region. This page keeps the cost path at a high level; provider-by-provider pricing belongs in the behind-the-wheel training cost guide.
| Applicant | Mandatory DMV Fees | Training Cost Exposure |
|---|---|---|
| Under 18 | Standard permit/license fees | State-approved driver education is required, so school/training costs may apply. |
| Age 18-20 through Dec. 31, 2026 | Standard permit/license fees | Can use the current adult licensing path; training may be optional depending on the route chosen. |
| Age 18-20 beginning Jan. 1, 2027 | Standard permit/license fees | State-approved driver education becomes required for first-time applicants, in addition to a 90-day permit hold. |
| Age 21+ | Standard permit/license fees | Beginning Jan. 1, 2027, a first-time applicant may use a 60-day permit hold or complete state-approved driver education while holding the permit. |
Teen applicants must complete the required state-approved driver-education path. Public and private provider prices vary, so compare the full package rather than only the advertised hourly rate.
Through December 31, 2026, adults can choose between the current permit-hold route and an approved driver-education route. From January 1, 2027, first-time applicants ages 18-20 must complete driver education and hold the permit for at least 90 days.
Under the rules in effect through December 31, 2026, turning 18 can reduce mandatory training costs because a first-time adult can use the 60-day learner's permit route instead of completing driver education.
Beginning January 1, 2027, that changes for ages 18-20. First-time applicants in this age group must complete state-approved driver education and hold the learner's permit for at least 90 days. Waiting until 18 will no longer automatically remove driver-education cost for this group.
First-time applicants ages 18 through 20 will need both a learner's permit held for at least 90 days and state-approved driver education. Because training becomes mandatory for this group, the total licensing cost may rise compared with the pre-2027 permit-only adult route.
Virginia's current driver-license fee statute does not list a standard learner-permit knowledge-test re-examination fee. Failing a test can still create indirect costs through required remedial training after repeated failures. After three knowledge-test failures, the required training depends on age and prior driver-education completion. Applicants age 18 or older may complete the 8-hour Driver's Manual course, while under-18 applicants follow DMV's separate classroom/8-hour course rules. If a road skills test is failed three times, DMV requires the behind-the-wheel component specified for three-time failures before another attempt. Private remedial-course prices vary by provider. For the detailed eligibility and retest sequence, see the dedicated failed-test guide.
Possible extra costs include private training, an eye exam after a vision referral, replacement documents, vehicle repairs needed before a road test, and a replacement learner's permit. A replacement learner's permit currently costs $2.
Virginia DMV's current returned-check fee is $85 when the check is $350 or less, or $50 plus 10% of the check amount when the check exceeds $350. The current fee chart does not list a standard $10 late-cancellation fee for an ordinary learner's permit appointment.
Use the correct current documents, confirm the applicable age/training path, and make sure the vehicle you plan to use meets road-test requirements. Those checks can prevent repeat trips, private training you did not budget for, or repair costs right before the test.
For appointment timing, document lists, and road-test vehicle requirements, use the dedicated Virginia pages rather than duplicating those instructions here.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
