Virginia DMV Permit Payment Methods: Cards, Cash, Checks and Mobile Wallets

Virginia DMV accepts specific payment methods for permit fees in person.

Can You Pay Virginia Learner's Permit Fees Online?

An original Virginia learner's permit application is completed through DMV with the required in-person identity, document, vision, and testing steps. Online payment is available for eligible DMV transactions, such as some replacement and renewal services, but the original permit process is not an online-only transaction.

For online transactions that accept payment, DMV commonly lists major credit/debit cards and, for some services, bank-account payment. Check the specific online service before starting.

Payment Methods Virginia DMV Accepts In-Person

Virginia DMV accepts major credit and debit cards, Apple Pay, Google Pay, cash, checks, and money orders. DMV also allows split payments between an authorized card and another accepted method such as cash or check.

A third party may use a payment card for a customer's in-person transaction when the payment is properly authorized and the payer is present to sign or enter the PIN.

Can You Use Apple Pay or Google Pay at Virginia DMV?

Yes. Virginia DMV lists both Apple Pay and Google Pay as accepted payment methods, along with major payment cards, cash, checks, and money orders.

Can You Split a Virginia DMV Payment Between Two Payment Methods?

Yes. At a customer service center, DMV can split a payment among accepted methods, including cash, check, and payment cards. DMV procedures also allow multiple payment cards.

Can a Parent or Another Person Pay Your Virginia DMV Fee With Their Card?

Yes, an authorized third party can pay an in-person DMV transaction with a payment card. The cardholder must complete the required card authorization during the transaction.

Payment Problems That Delay Virginia Permit Applicants

Common problems include a declined card, a check that is returned, or arriving without a backup method when a payment system is unavailable. Virginia DMV currently charges $85 for a returned check of $350 or less. For a returned check over $350, the fee is $50 plus 10% of the check amount.

If DMV's card processor is unavailable, an alternate payment method may be required. Bringing a second accepted payment option can prevent a wasted trip.

Total Cost of a Virginia Learner's Permit in 2026

The learner's permit fee is $3 plus the prepaid driver's license fee. For a standard 8-year driver's license at $32, the usual combined DMV payment is $35. A REAL ID adds a $10 one-time fee.

This page focuses on how to pay. For the full fee breakdown, see the Virginia permit costs guide.

Avoiding Payment Problems at Virginia DMV

Confirm the transaction amount before paying, keep the receipt, and bring a backup payment method. A failed knowledge test does not mean you lose another $35 application payment. Retesting follows its own waiting-period and three-failure training rules.
