Virginia Driver's Education vs. Permit: What's Required and When

You don't need a driver's education course to get a learner's permit in Virginia. At age 15 years and 6 months, you can apply by passing the knowledge and vision tests at any DMV Customer Service Center. Download the DL 1P application form before your visit.

Under current 2026 rules, driver's education is not required simply to obtain the learner's permit. It is required for under-18 licensing and after three failed knowledge tests. Starting January 1, 2027, first-time applicants ages 18-20 must also complete state-approved driver education before initial licensure.

Permit vs. License Requirements in Virginia: The Key Difference

Driver-education requirements depend on age, licensing stage, and the date you become licensed.

Do you need driver's education before taking the Virginia learner's permit test? Usually no. Driver education is generally a licensing requirement rather than a prerequisite for the first permit knowledge test. A separate three-failure rule can require classroom instruction before another knowledge-test attempt.

Which Virginia Driver's Education Providers Are DMV-Approved?

Virginia DMV certifies public high school programs, private driving schools, and parent-taught courses under the Home School Driver Education Program. Only DMV-approved providers count toward the mandatory training hours.

Use the acceptable documents guide to verify your REAL ID paperwork before visiting the DMV.

Before enrolling in any online classroom component, confirm its DMV approval code with the provider. A student in Roanoke paid for a course advertised as "Virginia-approved." The DMV in Salem rejected the certificate because the provider's state authorization had lapsed. Two months wasted. I've seen this happen more than once, always verify approval status directly with the Virginia DMV driver school listing before paying.

Can Virginia Driver's Education Be Completed Online?

The classroom portion can be completed online through a DMV-licensed online driver training school. The online course does not make the whole program remote: the final exam is taken in person, and behind-the-wheel training is still completed separately.

Who sends the driver's education completion certificate to Virginia DMV? DMV says the driver training school submits the completion certificate when the certificate is required for licensing. Applicants should keep their own copy, but should not assume they can replace the school's submission by handing a certificate to DMV.

Exceptions to Virginia's Driver's Education Requirement

Through December 31, 2026, first-time applicants age 18 or older may use the 60-day permit-holding route without completing driver education. From January 1, 2027, first-time applicants ages 18-20 must complete driver education and hold the permit at least 90 days. Applicants age 21+ retain the 60-day-or-driver-education route.

1. After three failed knowledge tests: Required training depends on age and whether classroom driver education was completed before the third failure. See the three-failure training rules.
2. Turning 18 before licensing: Use the requirements for your age and licensing date. Turning 18 during 2027 no longer removes the driver-education requirement for a first-time applicant.

An 18-year-old in Arlington failed the permit test twice. Thinking the three-strike rule only applied to minors, he went for a third attempt at the DMV on Clarendon Blvd without studying. After failing again, he learned he now had to complete an 8-hour Driver's Manual Course, extra time and money he didn't plan for.

Does Out-of-State Driver's Education Count in Virginia?

It can. For a Virginia resident under 18 moving in with an out-of-state permit, Virginia can recognize an out-of-state program if the provider proves at least 30 hours of classroom instruction and six hours of in-car instruction.

Avoiding Driver-Ed-Related Permit Delays

Use a DMV-approved program when driver education applies, and make sure the completion record is submitted correctly. For other delays, check the application and document guide, appointment guidance or post-permit licensing steps.
