Vermont Road Test Eligibility Timeline: One-Year Permit Rule and Junior License Requirements

Vermont requires a learner's permit to be held for one full year before the road test. Applicants age 16-17 also have Junior License driver-education, practice-hour, and clean-record requirements.

Vermont's Mandatory Waiting Periods Before the Road Test

The one-year learner-permit holding period applies before the Vermont road test, including to applicants age 18 and older.

• All learner-permit holders: Hold the permit for one full year before taking the road test.

What Must Vermont Permit Holders Complete Before Upgrading to a License?

The one-year permit hold is separate from the extra requirements for a Junior Operator's License.

Do not schedule the road test for a date before the one-year permit anniversary.

How and When Do You Schedule a Vermont DMV Road Test?

Schedule the road test for a date after your one-year permit holding period is complete. Appointment availability varies, so check the current Vermont DMV scheduling system before choosing a location.

Some participating driver-education schools or certified instructors can administer approved road tests for eligible students. This is not a general walk-in testing option at every driving school.

If You Fail the Vermont DMV Road Test

If you fail the Vermont road test, the standard minimum wait before another attempt is seven days. Existing retake rules still apply after repeated failures.

The one-year learner-permit holding requirement cannot be shortened by using a different test location.

How Should You Use Vermont's Mandatory Permit Holding Period?

Use the one-year permit period to build consistent driving experience. If you are 16 or 17 and seeking a Junior Operator's License, complete your approved driver education and all 40 supervised practice hours, including 10 at night, during this period.

Adults do not have the Junior License driver-education or 40-hour log requirement, but they still need the one-year learner-permit period before the road test.

Which Permit Recalls or Suspensions Can Delay a Vermont Junior License?

For a Junior Operator's License, the applicant must have six consecutive months without a learner-permit suspension, revocation, or recall before licensure. A violation does not automatically restart the full one-year permit holding period unless it results in one of those actions.

For detailed violation and recall consequences, see the dedicated Tickets & Suspensions guides.
