After getting your Vermont learner's permit, hold it for one full year before the road test. If you are 16 or 17 and working toward a Junior Operator's License, driver education, supervised-practice and clean-record requirements also apply.

Use the permit period to build experience in different road and weather conditions before testing.
The 40-hour practice log applies to applicants seeking a Vermont Junior Operator's License. It includes at least 10 hours of nighttime driving and is recorded on Form VN-210.

Once the one-year permit period is complete, you can move to the road-test stage. Applicants age 16-17 must also meet the Junior License driver-education, practice-hour, and clean-record requirements.
Eligible applicants age 16–17 move to a Vermont Junior Operator's License after passing and meeting the Junior License requirements. Applicants age 18 and older follow the standard operator-license path.
