Vermont does not offer a standard learner-permit fee waiver based solely on low-income status. Qualifying former foster youth under 23 remain eligible for the existing waiver route, and effective July 1, 2026, a certified unaccompanied youth can also receive a learner's permit, duplicate, or renewal without the $24 permit fee.
Vermont now has two distinct statutory learner-permit fee-exemption routes relevant here.
The $39 knowledge-test fee is a separate examination fee. Do not assume the new unaccompanied-youth permit-fee exemption also waives that exam fee unless DMV confirms it for the applicant's case.
Yes. Effective July 1, 2026, a youth certified under Vermont's unaccompanied-youth process can receive the learner permit without the $24 permit fee. The $39 knowledge-examination fee is separate.
Do not assume it does. Vermont's reduced-fee provisions for certain license transactions are separate from learner-permit fees, and the current reduced-fee table does not list a reduced learner-permit fee based only on SSI or SSDI.
For a certified unaccompanied youth under the July 1, 2026 law, the exemption expressly covers the learner permit, a duplicate, and a renewal. Former foster youth should follow the existing DCF/YDP waiver process for the transaction being requested.
For the foster-youth route, confirm the required DCF/YDP verification before submitting the learner-permit application. Keep the verification with the other documents requested for the transaction.
Certified unaccompanied youth use the separate certification route under 33 V.S.A. § 4908. The certification establishes eligibility for the $24 learner-permit, duplicate, or renewal fee exemption created by Act 136.
DMV fee exemptions and driver-education financial aid are different. The statutory learner-permit exemptions above affect DMV credential fees for eligible applicants. Grants or school/YDP assistance for driver education help with course costs and follow their own eligibility and application rules.
If you need help with driver-education tuition, check the current program requirements before enrolling or paying a private school.
If no statutory fee exemption applies, the standard learner-permit fees are $39 for the knowledge examination and $24 for permit issuance. A failed knowledge test requires another $39 examination fee for the next attempt.
| Service | Standard Fee |
|---|---|
| Learner's Permit Knowledge Examination | $39 |
| Learner's Permit Issue Fee | $24 |
| Additional Knowledge-Test Attempt | $39 |
The learner knowledge test is completed through Vermont's current online permit-test process. Do not plan around an in-office knowledge-test appointment.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
