The current road-test scheduling payment is $29, not $23. If the applicant appears for the test, that scheduling payment is applied toward the road-test examination fee; no-show rules are handled under Vermont's road-test fee policy.

For spoken-language interpretation, bring an interpreter who understands that their job is only to translate the examiner's instructions. For disability-related needs such as ASL, use the separate DMV accessibility process.

Vermont Driving Rules for International Students and Foreign License Holders

International students and foreign-license holders do not all follow the same Vermont path. A student or visitor who remains a nonresident may be able to drive temporarily with a qualifying foreign credential, while a person who establishes Vermont residency must follow Vermont licensing rules.

Whether International Students Can Drive in Vermont on a Foreign License

A qualifying nonresident may drive in Vermont with a valid foreign license or learner's permit when Vermont's nonresident-recognition rules are met. Vermont also allows a student or visitor to operate for up to one year on a valid foreign license; if the license is not in English, an International Driving Permit is used as the English translation.

Do not assume that enrolling at a Vermont college automatically makes someone a Vermont resident. Vermont defines students who are in the state for a particular, defined period as nonresidents for motor-vehicle purposes unless they otherwise establish Vermont residency.

A qualifying nonresident student or visitor may drive in Vermont for up to one year on a valid foreign license under Vermont's nonresident rules. If the license is not in English, use the translation or International Driving Permit required for the situation.

Does Vermont recognize a foreign learner's permit?

Vermont can recognize a qualifying foreign learner's permit for a nonresident when the statutory conditions are met. Do not assume every foreign permit is automatically valid; the holder must fit Vermont's nonresident-recognition rules.

Person who establishes Vermont residency	Must follow Vermont licensing requirements; a new resident with a recognized valid license generally has 60 days to obtain a Vermont license.
Temporary foreign national applying for a Vermont credential	Must meet the V
