Yes, a Texas learner's permit is a valid government-issued photo ID for most state-level purposes. Its acceptance for federal uses depends on REAL ID compliance.
Your Texas learner license functions as official photo identification in banking, age verification, and most state services.
Do not treat the temporary paper credential as identical to the plastic photo card. Texas DPS lists a temporary Texas driver license or ID receipt as a supporting identity document for its own identity process, but a bank, school, employer, airline, or other organization can apply its own document rules. See Texas DPS identification requirements.
An unexpired state driver license can be a Form I-9 List B identity document if it contains a photograph or the required identifying information. It establishes identity only, so the employee also needs an acceptable List C employment-authorization document unless a List A document is used instead. Employers must follow the federal I-9 document rules. See USCIS Form I-9 acceptable documents.
For a Texas DPS driver-license transaction, do not substitute the permit for the required residency evidence. DPS requires two printed residency documents from its approved list, and printed electronic statements are allowed when they contain the required name and residential address. See Texas residency requirements.
Can an expired Texas learner permit still be used as identification? For a Texas DPS identity transaction, a Texas driver license or ID card that has not been expired more than two years is listed as a primary identity document. Other organizations may use different expiration rules, so check the rule for the specific transaction.
Key limitations exist for federal purposes and some private businesses. the TSA rejection catches more teens off-guard than anything else.

After May 7, 2025, only REAL ID-compliant permits work for federal purposes like airport security. Standard permits still function perfectly for state-level identification.
Apply at a Texas DPS office with the application form for your age: DL-14B if under 17 years 10 months, or DL-14A if 17 years 10 months or older. Use the Real ID checklist app before visiting. Bring proof of identity, Social Security number, and two proofs of Texas residency. The fee is $16 for ages 15-17 or $33 for adults.
You receive a paper receipt immediately. The plastic card arrives by mail within 2-3 weeks. Download the Texas Driver Handbook for full ID rules.
Austin: an ID had expired during COVID, the Texas extension order had lapsed long ago. Sent home; DPS appointment set 9 days out. Texas COVID extensions ended in 2021; no grace period remains at any Texas DPS location.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
