Tennessee Learner Permit Cost: Application Fee, Retest Charges, and Extra Expenses

Tennessee learner permit A Tennessee Class PD learner permit costs $10.50 for applicants under 18 and $5.50 for applicants age 18 or older. Original learner permits are issued through Tennessee Driver Services; County Clerk partner offices handle eligible renewal and replacement transactions, not original permit issuance.

What the Tennessee Learner Permit Fee Includes

The state fee includes the permit credential cost and the $2 application fee. The knowledge test and vision screening do not have a separate first-attempt charge.

Does the $10.50 Tennessee Learner Permit Fee Already Include the $2 Application Fee?

Yes. For an applicant under 18, the $10.50 Class PD total already includes the $2 application fee. Do not add another $2 unless you fail a PD, D, or H test and need another attempt.

Does a REAL ID Learner Permit Cost More Than a Standard Tennessee Permit?

No separate REAL ID surcharge is added to the underlying credential fee. Tennessee charges the same credential fee for the equivalent REAL ID or standard credential; the document requirements are different.

How Much Does It Cost to Retake the Tennessee Permit Test?

After a failed PD knowledge test, Tennessee charges the $2 application fee for the next attempt. A failed test also requires a one-day waiting period; the online teen test uses a 24-hour wait.

For an under-18 applicant, one failed attempt makes the state-fee total $12.50 if the next attempt is passed: $10.50 for the permit plus one additional $2 application fee.

Tennessee Payment Methods for Permit Fees

Tennessee Driver Services accepts cash, checks, money orders, and major payment cards for driver-license transactions. Original learner-permit payment is completed through Driver Services, not a County Clerk partner office.

Payment-method details can vary by transaction. See Payment Methods for the current accepted options and location-specific charges, and bring a backup method when practical.

Does a Tennessee County Clerk Charge $4 for an Original Learner Permit?

No. County Clerk partner offices do not issue original Tennessee learner permits. A partner charge can apply only to an eligible transaction that the County Clerk is authorized to handle, such as certain renewals or replacements.

Tennessee Permit Replacement and Duplicate Costs

Duplicate or replacement credentials have separate fees from the original permit. If your permit is lost or stolen, use the lost/stolen permit replacement guide and check the current duplicate fee before ordering. County Clerk partner offices may add their separate partner charge for eligible replacement transactions.

Hidden Costs Catch Tennessee Permit Applicants Off Guard

Document prep and notarization add to your total when originals aren't available. Tennessee Driver Services Centers take your permit photo during issuance - no separate fee there.

• Notary fees: Residency rules require original or certified documents. Families use notaries to certify bank statements, leases, or affidavits - usually $5-$15 per seal.
• SF-1010 expiration: School Form SF-1010 must be signed within 30 days. An expired form means a wasted trip and weeks of rescheduling due to appointment backlogs.
• Wrong form version: A Clarksville applicant had a cached browser version of the TN DOSHS form from 4 days before an update - rejected on the spot. Current form printed at the branch, resubmitted within the hour. Always reload tn.gov/safety fresh the morning of your visit.

Real-World Tennessee Permit Cost Scenarios

Original permit applicants should not add a County Clerk partner charge to these totals because County Clerk offices do not issue the original Tennessee learner permit.

Can You Get a Tennessee Learner Permit Fee Waiver?

Tennessee does not provide a universal low-income learner-permit fee waiver. Statutory exemptions apply only to specific DCS-related categories, while other programs may offer outside financial assistance. See the dedicated fee-waiver guide for eligibility details.

Where Can You See the Full Tennessee Licensing Cost?

The permit fee is only one part of the full licensing path. Teen GDL credentials and the final Class D license have separate state fees, while private driving lessons are optional and priced by the provider. See the dedicated total-licensing-cost guide for the complete state-fee sequence.

Costly Rejection Reasons

At the Clarksville Driver Services Center, parents bringing an out-of-state license without a second Tennessee residency document get rejected. They return with notarized bank statements or lease agreements - losing another day of work or school. Expired school forms, unverified utility bills, and missing Social Security cards cause most delays. Check Tennessee's official document checklist the night before your appointment.

How to Avoid Paying More Than Necessary

Bring two forms of payment. The Knoxville Central Avenue office has slow card readers - multiple applicants get stuck when transactions decline.

Study the practice tests before the knowledge exam. Failing costs $2.00 per retry - wasting three attempts because you didn't prepare costs $6.00 plus weeks of rescheduling.

Gather original documents ahead of time. Notaries charge less when you're not rushing a same-day service. Plan for testing center hours to avoid showing up during lunch closures or state holidays.
