Documents That Prove Legal Presence for a Tennessee Learner Permit

Proof of citizenship or lawful presence is separate from the Social Security requirement. The No-SSN affidavit does not waive Tennessee's identity, lawful-presence, or residency rules.

For visa, foreign-license, and international-student requirements beyond the SSN question, see International / Foreign applicants in the Tennessee accessibility guides.

Can You Get a Tennessee Permit Without a Social Security Number?

Yes, if you have never been issued a Social Security Number. Tennessee allows a sworn No-SSN affidavit in that situation. The affidavit must be signed in front of a driver license examiner or a notary.

Situation	What Tennessee Requires
You have been issued an SSN	Provide the SSN as required. For REAL ID, approved documentation showing the full SSN is required.
You have never been issued an SSN	Use Tennessee's sworn No-SSN affidavit. You must still meet the other identity, lawful-presence, and residency requirements.

An ITIN cannot be used as a substitute for an SSN. See Tennessee's current Teen/Graduated Driver License requirements at tn.gov/safety/driver-services/classd/teengdl.html.

How Does Tennessee Verify Immigration Status for Learner Permits

Driver Services verifies the Social Security requirement separately from identity, lawful-presence, and Tennessee residency documents. If an SSN has never been issued, the sworn affidavit covers only the SSN requirement; it does not replace the other required documents.

What If Tennessee Cannot Verify the Social Security Number You Provided?

Tennessee electronically verifies Social Security numbers. If the number cannot be verified, additional documentation may be required. Check that the number and legal name match Social Security Administration records before returning. See Tennessee's SSN verification guidance.

Mistakes That Cause Permit Application Failures for Non-Citizens in Tennessee

Verify document name consistency before your appointment. If your passport shows a middle name but your SSN card does not, bring a marriage certificate or court order linking the names.

Check that the SSN and legal name match Social Security records.
Bring the legal document linking different names.
Do not enter an ITIN as an SSN. Use the No-SSN affidavit only if an SSN has never been issued.

For I-94, visa, and other lawful-presence documents, see the international-applicant guide. The No-SSN affidavit does not replace those documents.

Before returning, check the SSN or affidavit requirement and bring any legal name-change record. The required-documents guide covers the rest of the application checklist.

What if your Social Security record and immigration documents show different names? Bring the original or certified document that links the names, such as a marriage certificate, divorce decree, or court order. If the difference comes from a legal name change, Tennessee advises updating the name with Social Security before changing the driver record.

Are There Alternatives for Non-Citizens Without SSN in Tennessee?

If you have never been issued an SSN, the sworn No-SSN affidavit is Tennessee's alternative for that requirement. An ITIN does not substitute for an SSN, and the affidavit does not waive citizenship or lawful-presence rules.
