Tennessee issues a temporary paper learner permit after you complete the requirements at Driver Services; the permanent card is mailed later.
The paper permit is issued at the counter after the application is complete. The permanent card usually arrives 10 to 20 days after printing.
Visit length varies with the remaining steps and the center. See the appointment and office-hours guides for planning the visit.
The in-person visit is part of the processing timeline because Driver Services must review the application and finish any required in-person steps before issuing the temporary permit.
Appointment booking, walk-in wait estimates, center timing, and the full office experience are covered in the Tennessee appointment guide. This page stays focused on when the permit is issued and when the card arrives.
Tennessee prints the permanent card centrally and mails it to the address on your application. Most credentials arrive 10 to 20 days after the print date. Use the interim permit only while it remains valid.
If more than 20 days have passed since the print date and no card has arrived:
Replacing a lost permit costs $8.00 for the first replacement. Keep the paper permit in a safe, dry place - thermal paper fades in heat or sunlight.
You can check the credential's print status online. Tennessee does not describe this as postal package tracking. Most credentials arrive within 10 to 20 days after the print date. See Tennessee's mailed-credential guidance.
If more than 20 days have passed since the print date, check the online status and contact Driver Services. Tennessee notes that a credential returned by the post office can take longer to resolve.
Four problems add days or weeks to your timeline. All are preventable.
Expired SF-1010 School Form. Valid for only 30 days. An expired form means immediate rejection - get it from your school administrator no more than one week before your center visit.
A failed knowledge test delays issuance until you pass. See the failed-test and retake guide for the waiting period and next attempt.
Wrong or photocopied documents. Bring original or certified copies. For residency, use two different recent documents dated within the last 4 months. Check the complete document list before your appointment.
Address mismatch. If your pre-application address doesn't match your residency proof, your card may be mailed to the wrong location. Verify and correct your address on the e-Services portal before your appointment, or alert the examiner at the counter before payment.
What if your mailing address changes before the permanent permit arrives? Update the address with Tennessee Driver Services as soon as possible. An address update does not automatically re-route a credential already in the mail, so check the print status and contact Driver Services if delivery is affected. See Tennessee's address-change options.
Yes - Tennessee issues your learner permit immediately upon successful completion of all requirements. You receive a temporary paper permit (Class PD) before leaving the building. Start practicing driving with a supervising adult immediately - don't wait for the plastic card.
Can you keep driving with the temporary paper permit while waiting for the card? Yes, while the temporary permit remains valid. Check its printed expiration date, carry it when driving, and follow the learner-permit restrictions. Contact Driver Services if it will expire before the card arrives.
Pre-screening catches document issues 48 hours before your visit, preventing rejections that force reschedules. The state reviews uploaded documents within up to 5 business days - submit well before your appointment date.
Pass the knowledge test at home before your appointment and you skip the testing station entirely, cutting in-office time by 20-30 minutes. The real time-saver is pre-testing, not pre-applying - but both help. The online submission does not replace the in-person document check; you still need to appear in person with physical originals.
Teens under 18 need parental consent and the SF-1010 school form, which adds document gathering time before you can even schedule. Adults 18+ skip those requirements entirely and can apply immediately with identity and residency documents.
For teens, the SF-1010 expires 30 days after issuance - the single biggest cause of appointment delays. Get it early, but not too early. A Nashville family scheduled their son's appointment for March 15 and got the SF-1010 signed February 1. The form expired March 3 - two weeks before the appointment. New signature required, reschedule forced.
Your temporary paper permit can be used for supervised practice while it remains valid. Check the expiration printed on that document; do not confuse it with the one-year Class PD permit term.
Behind-the-wheel training isn't required in Tennessee, but professional instruction improves skills and confidence before the road test. The permit fee you already paid covers the plastic card - no additional charge unless you need a duplicate.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
