Shoro.aiTennessee learner permit Tennessee does not issue learner permits to undocumented immigrants. State law requires proof of U.S. citizenship or lawful presence for all applicants. A Social Security Number (SSN) is mandatory - ITIN does not qualify under any circumstances.
Tennessee law (Tennessee law) mandates proof of authorized U.S. presence. Acceptable documents include a U.S. birth certificate, valid U.S. passport, permanent resident card, or foreign passport with a valid visa and I-94 showing lawful non-immigrant status.
Tennessee's policy is stricter than neighboring states. Georgia and Alabama have similar requirements, but some states issue permits regardless of immigration status. Tennessee explicitly excludes undocumented immigrants from any driver license or permit per state guidance that applies to both regular and temporary permits.
Tennessee does NOT accept:
No SSN means no permit. Tennessee's Department of Safety requires a Social Security number for identity verification. An ITIN cannot substitute for an SSN - the application is rejected regardless of lawful status.
Present your Social Security card, recent W-2, 1099, or payroll stub showing the full nine-digit SSN. Acceptable SSN documentation:
Two proofs of Tennessee residency are also required, dated within the last four months. Acceptable Tennessee residency proofs:
Tennessee's name-matching rule catches more applicants than people expect. At the Knoxville office, an accented character in a birth certificate surname was absent from the SS card. The mismatch was flagged immediately - SSA name-correction needed, approximately 3 weeks. Tennessee's REAL ID rollout made accent and character matching strictly enforced statewide.
The process is identical for all applicants but depends entirely on document verification. Expired lawful presence documents or mismatched names across documents are the two most common rejection triggers.
| Scenario | Outcome at Driver Services Center |
|---|---|
| Applicant presents a valid foreign passport with unexpired I-94 showing lawful non-immigrant status. | Permit issued after verifying SSN and Tennessee residency proofs. May receive a temporary "X" permit matching the authorized stay period. |
| Applicant presents a foreign passport without a valid U.S. visa or I-94 record. | Application rejected for lack of lawful presence proof. Clerk cannot proceed to testing or processing. |
| Applicant has lawful status but only an ITIN, not an SSN. | Application rejected. SSN is a mandatory system field. ITIN cannot be substituted under any circumstances. |
The fee for a Class PD learner's permit is $10.50 for applicants under 18. Applicants 18 and older pay $5.50. County clerk partner offices may add a small administrative fee.
Verify document name consistency before your appointment. If your passport shows a middle name but your SSN card does not, bring a marriage certificate or court order linking the names.
Some applicants bring expired I-94 forms thinking the extension application counts. It doesn't. Tennessee requires valid, current I-94 documentation showing authorized presence at the time of application - not pending status.
Document preparation checklist:
Tennessee law provides no alternative path. If you lack lawful presence or an SSN, you cannot obtain a learner permit or any driver license in Tennessee - regardless of how long you've lived in the state or whether you pay taxes using an ITIN.
Foreign licenses are valid only for tourists and temporary visitors. If you establish Tennessee residency, a foreign license becomes invalid - no grace period applies for new residents. Driving as a Tennessee resident with only a foreign license is driving without a valid license. Check your driving restrictions carefully.
Report status changes to the Department of Safety within 30 days. If you receive lawful permanent residence or citizenship after being denied a permit, reapply immediately with your new documentation.
Temporary status holders receive permits that expire when their authorized stay ends. Renewal requires the same documents as the initial application. Status change rules:
USCIS receipts for pending applications do not qualify as proof of lawful presence. You cannot get a permit while waiting for adjustment of status approval - wait for the actual EAD card or green card, then reapply immediately.
International students on F-1 or J-1 visas can get permits with a valid SSN and I-94. Use a dorm contract and bank statement with your Tennessee address as residency proof. Learn more about permits for international students.
Tennessee does not actively monitor permit holders' immigration status. Your permit becomes invalid the moment your authorized stay expires - a traffic stop with an expired I-94 means driving without a valid permit.
Renewing your permit before your I-94 expires keeps you legal. Extending your immigration status does not automatically extend your permit - you must physically renew it with updated immigration documents. It's not worth the risk.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
