Tennessee Permit Supervisor: Licensed Adult 21+, Front Seat

Every Tennessee learner permit requires a licensed adult supervisor in the front passenger seat for every drive. The minimum age is 21, and driving without a qualified supervisor violates the learner-permit restriction.

Who Can Supervise a Tennessee Learner Permit Holder?

The supervising driver must be at least 21 years old, hold a valid driver license, and sit in the front passenger seat while the learner drives. The supervisor does not have to be the learner's parent or legal guardian.

• Age: 21 or older
• License: A valid driver license is required
• Relationship: A parent, guardian, sibling, friend, or other adult may supervise if they meet the driving requirements
• Position: The supervisor stays in the front passenger seat

Can a sibling or friend supervise a Tennessee learner permit holder?

Yes, if that person is at least 21 and has a valid driver license. The relationship to the learner is not what makes the person eligible to supervise.

Does the supervising adult have to own the car?

No supervisor-ownership requirement is stated in Tennessee's learner-permit qualification rule. Vehicle ownership is separate from supervision, but the vehicle still needs to be lawfully used and properly insured.

Tennessee Requirements for a Permit Supervisor

Tennessee's published learner-permit qualification rule focuses on the supervisor's age, valid driver license, and accompanying position. Staying sober, alert, and attentive is still important practical safety guidance, but Tennessee does not use an "ordinary and reasonable control" test as a separate statutory qualification for the supervisor.

The person who supervises practice driving and the person who signs a minor's financial-responsibility paperwork are not automatically the same person. See the application and document guides for affidavit-signing rules.

Does the Tennessee permit supervisor have to be the parent or legal guardian?

No. Supervision and the minor's application or financial-responsibility paperwork are separate roles. A qualified 21+ licensed adult may supervise even when another eligible adult handles the required affidavit.

What Happens If You Drive With an Unqualified Supervisor in Tennessee

The supervising adult must meet the permit requirements when the learner is driving. If the supervisor does not have a valid license or is not in the required position, the learner is not driving under valid supervision.

A driver-license restriction violation can add 6 points. For drivers under 18, 6 to 9 points can lead to a proposed-suspension notice, juvenile Driver Improvement placement, and an administrative hearing. Tennessee does not use the automatic 90-day or 180-day delay formula previously described here.

What if the supervising driver's license is expired, suspended or revoked?

The supervisor must have a valid driver license. If the license is expired, suspended, or revoked, the learner should not continue driving under that person's supervision. Another qualified supervisor must take over before the learner drives again.

Can an Out-of-State or International License Holder Supervise in Tennessee?

A valid out-of-state U.S. driver license can satisfy the supervisor's valid-license requirement. Tennessee also allows qualifying visitors to drive using a valid license issued by their home country, so the old statement that Tennessee recognizes only U.S. licensing systems was too broad.

An International Driving Permit by itself is not a driver license; it is a translation document. Tennessee's public learner-permit guidance does not separately spell out every foreign-license supervisor scenario, so a family relying on a foreign-country license should confirm the permit-specific situation with Driver Services before practice driving.

If the supervisor is stopped or becomes unqualified: The learner cannot continue driving unless another qualified supervisor is present. See the Supervisor Pulled Over guide for traffic-stop scenarios.

Can a Tennessee Permit Supervisor Follow in Another Car or Supervise Remotely?

No. Tennessee requires the supervising driver to accompany the learner in the front passenger seat. Following in another vehicle or supervising by phone does not satisfy that requirement.

What Happens If You Practice Driving Without Any Supervisor?

Driving without the required 21+ licensed supervisor violates the learner-permit restriction. A restriction violation can add 6 points. For a driver under 18, reaching 6 to 9 points can trigger the juvenile Driver Improvement process and an administrative hearing rather than an automatic 90-day extension. For broader driving-alone consequences, see the Driving Alone Penalty guide.

How to Check Whether a Tennessee Permit Supervisor Qualifies

Before each practice drive, confirm the basic supervisor requirements:

• The supervisor is at least 21.
• The supervisor's driver license is valid.
• The supervisor will remain in the front passenger seat.
• The learner is following the separate permit restrictions for time of day, cell-phone use, and other driving rules.

Do not confuse supervisor eligibility with the separate paperwork rules for a minor's permit application.

Can Your Supervisor Be on Their Phone During Practice Drives?

Tennessee's published learner-permit qualification rule focuses on age, a valid driver license, and the supervisor's accompanying position. It does not state that ordinary phone use by the supervisor automatically cancels supervision. Even so, a distracted supervisor is poor safety practice, so the adult should stay attentive and ready to guide the learner.

What to Do If Stopped for a Supervisor Violation

Follow the citation instructions and resolve any required court or Driver Services steps. If the learner receives points, those points can affect juvenile Driver Improvement and later GDL eligibility. Do not assume every supervisor-related citation creates the same fixed 90-day delay. See the Traffic Violations guide for the point and suspension process.

Avoiding Tennessee Permit Supervisor Problems

• Confirm the supervisor is 21 or older and has a valid driver license before every practice session.
• Keep the supervisor in the front passenger seat for the entire drive.
• Use a different qualified supervisor if the planned supervisor's license is expired, suspended, revoked, or otherwise invalid.
• Handle the minor's affidavit and financial-responsibility paperwork separately from the driving-supervisor check.
