South Carolina Beginner's Permit Cost: Test Fee, Permit Fee, and Extra Costs

A South Carolina beginner's permit costs $4.50 for a successful first attempt: a $2.00 knowledge test fee and a $2.50 permit issuance fee. There are no hidden government fees, but transaction surcharges and mandatory education for teens significantly increase the total cost.

Official SCDMV permit and testing fees in 2026

The SCDMV separates the instruction permit cost into two clear charges. You pay the knowledge test fee every time you take the exam.

Fee Type	Cost	Details
Knowledge Test Fee	$2.00	Charged per attempt. Non-refundable if you fail.
Permit Issuance Fee	$2.50	Paid only after passing vision and knowledge tests.
Total First-Time Cost	$4.50	Price of learners permit after one passed test.
Retest Fee	$2.00	Cost for each additional knowledge test attempt.
Permit Renewal Fee	$2.50	Required if permit expires after 12 months.

Does a REAL ID beginner's permit cost more than a standard permit?

No. SCDMV lists the beginner's permit fee as $2.50, and its REAL ID checklist says a REAL ID costs the same as the corresponding standard credential. REAL ID changes the document requirements, not the permit fee.

Does SCDMV offer a payment plan for beginner's permit fees?

No payment plan is published for the ordinary $2 knowledge test and $2.50 beginner's permit charges. SCDMV's payment-plan program is for qualifying customers who owe at least $200 in reinstatement fees.

Is there a separate fee for the SCDMV vision test or permit photo?

SCDMV's published driver-fee schedule lists the knowledge test and beginner's permit charges but does not list a separate fee for the standard vision screening or credential photo during permit issuance.

Which South Carolina permit costs are mandatory and which are optional?

Cost	How to Treat It
Knowledge test	Mandatory: $2 per attempt.
Beginner's permit	Mandatory after passing: $2.50.
Private driver education / extra lessons	Separate cost: required only for the applicable teen pathway or chosen voluntarily.
Third-party testing	Optional: provider pricing is separate from SCDMV fees.
Card-processing charge	Avoidable: applies when paying by debit or credit card; cash can avoid the card service fee at a branch.

Optional and Additional Permit Costs

Private driver education, third-party testing, the later driver's-license fee, and insurance are separate costs and should not be treated as hidden SCDMV permit fees. Failed-test retake fees and attempt rules are covered in the dedicated Failed Knowledge Test guide.

How to Pay South Carolina Permit Fees

The initial knowledge-test and permit fees are paid during the in-person SCDMV process. Keep detailed cash, check, card, digital-wallet, surcharge, and online-payment rules in the dedicated Payment Methods guide.

Avoidable Costs and Repeat-Visit Expenses

For a standard credential, bring one accepted South Carolina address document; a REAL ID credential requires two. Use the Required Documents guide for the full checklist.

Class D knowledge testing is handled as a branch service rather than a normal permit-test appointment. Current SCDMV location pages list knowledge testing through 4:00 p.m. at participating branches. Check the selected branch before traveling and use the Appointments & SOS guide for branch timing.
