Rhode Island Learner's Permit Driving Restrictions: Under-18 vs. Adult Rules

Rhode Island uses different permit rules by age. Drivers under 18 with a Limited Instruction Permit must have a qualified supervising driver beside them, while permit holders age 18 or older may drive alone during the adult permit period. Rhode Island does not impose a separate learner-permit highway ban or the provisional-license 1 AM–5 AM restriction on under-18 permit holders. See shoro.ai Rhode Island Learner Permits.

Can You Drive Alone With a Rhode Island Learner's Permit?

Under 18: No. A Limited Instruction Permit holder must have a qualified supervising driver age 21 or older who has been licensed for at least five years sitting beside the driver in the front passenger seat. Age 18 or older: Rhode Island DMV allows the adult permit holder to drive alone during the permit period.

Can an 18-year-old drive alone with a Rhode Island learner's permit?

Yes. Rhode Island DMV says a permit holder age 18 or older may drive alone during the adult permit period. The under-18 Limited Instruction Permit has different supervision rules.

Can a Rhode Island permit holder drive to school or work alone?

If the driver is under 18, no. A qualified supervisor must be beside the driver. A permit holder age 18 or older may drive alone under the adult permit rules.

Where and When Can You Drive With a Rhode Island Learner's Permit?

Under-18 permit holders may practice on public roads, including highways and interstates, and may practice at night when a qualified supervisor is beside them. The detailed age and license qualifications for that person belong in the Supervisor Requirements guide. Applicants under 18 must complete 50 supervised hours, including 10 at night, before moving to the provisional-license stage.

• Supervisor: For an under-18 permit holder, the supervising driver must be 21 or older, have been licensed for at least five years, and sit beside the learner.
• Highway driving: Rhode Island does not create a separate learner-permit highway ban.
• Night practice: It is allowed with proper supervision and counts toward the under-18 night-practice requirement.

Can a Rhode Island learner's permit holder drive on the highway or interstate?

Yes. Rhode Island does not publish a separate Limited Instruction Permit ban on highway or interstate driving. An under-18 driver still needs the required qualified supervisor beside them.

Can an under-18 Rhode Island permit holder drive at night?

Yes, with the required supervisor. The 1 AM–5 AM unsupervised restriction belongs to the Limited Provisional License stage, not the Limited Instruction Permit. Under-18 applicants must also complete 10 of their required supervised hours at night.

Passenger, Front-Seat, and Cell-Phone Rules

For an under-18 Limited Instruction Permit, the supervising driver must be the only person in the front passenger seat and every occupant must be properly restrained. Rhode Island does not impose the provisional license's one-passenger-under-21 rule on the learner permit.

• Back-seat passengers: The learner-permit statute does not create a family-only back-seat rule.
• Front seat: Only the qualified supervising driver may sit beside the learner.
• Cell phone: A driver under 18 may not use a personal wireless communication device while operating, except for the statutory emergency exception.

Can a Rhode Island learner's permit holder carry friends in the back seat?

The Limited Instruction Permit does not impose a family-only rule for back-seat passengers. The qualified supervisor must be the only person in the front passenger seat, and everyone in the vehicle must use the required restraints.

Can a driver under 18 use a phone while driving with a permit?

Generally no. Rhode Island prohibits drivers under 18 from using a personal wireless communication device while operating, with a limited emergency exception.

Under-18 Limited Instruction Permit Restrictions

For an under-18 Limited Instruction Permit, the core rules are qualified supervision, carrying the permit while driving, keeping the supervisor as the only front-seat passenger, and using seat belts or child restraints for everyone in the vehicle. Drivers under 18 also have a separate wireless-device restriction. Adult permit holders age 18+ follow a different supervision rule and may drive alone.

Detailed fines, court consequences, and licensing effects belong in the dedicated permit-violation and traffic-ticket guides.

Restrictions for Under-18 Permit Holders

• Drive alone without the required supervising driver.
• Put another passenger in the front seat instead of the qualified supervisor.
• Drive without carrying the Limited Instruction Permit.
• Ignore seat-belt or child-restraint requirements.
• Use a personal wireless communication device while driving, except for the statutory emergency exception.

Permit-Violation Penalty Information

Penalties depend on the specific violation. Rhode Island treats failure to have the required supervisor differently from other permit restrictions, so use the dedicated Penalty — Driving Alone and Traffic Violations on Permit guides for the current fine and licensing consequences.

Rhode Island's Graduated Driver Licensing (GDL) Phases

The Limited Instruction Permit and Limited Provisional License have different restrictions. The permit stage requires supervision for drivers under 18. The provisional stage allows unsupervised driving but adds its own time-of-day and passenger limits. Do not apply provisional-license restrictions to the learner-permit stage.

Common Rhode Island Learner-Permit Restriction Mistakes

• Applying teen rules to adults: A permit holder age 18+ may drive alone during the adult permit period.
• Importing the provisional curfew: The Limited Instruction Permit does not have the provisional license's 1 AM–5 AM unsupervised restriction.
• Assuming highways are banned: Rhode Island does not publish a separate highway prohibition for the Limited Instruction Permit.
• Using the provisional passenger cap: The one-passenger-under-21 rule belongs to the Limited Provisional License, not the learner permit.
