PennDOT Driver License Centers remain the normal statewide location for Pennsylvania learner's permit knowledge testing. A limited two-year pilot launched in November 2025 also allows testing at Williamson High School and Cowanesque Valley High School through PennDOT-approved teachers. The standard test is not available online from home.
For most applicants, the knowledge test is taken at a PennDOT Driver License Center that lists knowledge testing as a service.
You may use a PennDOT Driver License Center offering the required test; you are not restricted to your home county. Check the center's service schedule before traveling. A Photo License Center is not necessarily a knowledge-testing location.
PennDOT states that written and audio knowledge testing is available at all Driver License Centers. Check the selected center's testing days and hours, and do not confuse a photo-only location with a Driver License Center.
PennDOT does not require you to use a testing center in your home county. You can use another eligible PennDOT location that offers the knowledge-test service.
The standard Pennsylvania learner's permit knowledge test is not available online from home. The limited school pilot is an in-person, PennDOT-approved testing program, not at-home testing.
| Location Type | Knowledge Test | Road Test |
|---|---|---|
| PennDOT Driver License Center | Yes, normal statewide route | Yes, where offered and scheduled |
| Williamson / Cowanesque Valley school pilot | Yes, limited pilot for eligible students | No |
| Third-party driving school / road-test site | Generally no | May offer road tests if authorized |
| Online from home | No | No |
Forms and study materials can still be accessed online before the in-person test.
The two-year pilot serves students at Williamson and Cowanesque Valley high schools. It is not a statewide at-home testing option. Students who pass still bring their results, application documents, and payment to a Driver License Center to receive the permit.
At PennDOT Driver License Centers, the knowledge test is normally delivered on a computerized touchscreen system. The limited school pilot uses PennDOT-approved administration at the participating schools.

Check the specific testing location before visiting because services and operating arrangements can differ.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
