To drive with a Pennsylvania learner's permit, you must have a qualified supervising driver seated beside you. Pennsylvania sets specific age, license, vehicle-class, seating, and impairment rules for that person.
A parent, guardian, person in loco parentis, or spouse who is at least 18 and properly licensed can supervise. Another properly licensed adult, including a sibling, grandparent, cousin, family friend, or driving instructor, can supervise if they are at least 21 and meet the other legal requirements.
| Supervisor Type | Age Requirement | Main Rule |
|---|---|---|
| Parent, guardian, person in loco parentis, or spouse | 18+ | Must hold a valid license for the class of vehicle being driven. |
| Any other licensed adult | 21+ | Must hold a valid license for the class of vehicle being driven and sit beside the learner. |
| Professional driving instructor | Must meet the applicable licensing requirements | May supervise on-road instruction when legally qualified. |
Yes, if that person is at least 21, properly licensed for the vehicle class, seated beside the learner, and otherwise legally qualified. A qualifying family relationship is not required for an adult age 21 or older.
Yes. Pennsylvania law allows a spouse who is at least 18 to supervise if the spouse is licensed to drive the class of vehicle being driven and meets the other supervision rules. However, for an under-18 applicant's required 65-hour certification, the current DL-180C states that the supervised experience must have been given by licensed driver(s) age 21 or older. So an 18- to 20-year-old spouse may legally supervise a drive, but those hours should not be counted toward the 65-hour DL-180C total.
| Role | Who Can Fill the Role? | What the Role Covers |
|---|---|---|
| DL-180TD consent signer | A qualifying parent, guardian, person in loco parentis, or spouse | Consent for an under-18 permit application. This is separate from who may supervise every practice drive. |
| Driving supervisor | A properly licensed qualifying adult under Pennsylvania's age rules | Sits beside the learner while the learner drives. |
| Practice-hour certifier | A parent, guardian, person in loco parentis, or spouse age 18+ who is permitted to sign DL-180C | Certifies that the under-18 applicant completed the required 65 hours. The current DL-180C states that this driving experience was given by licensed driver(s) age 21 or older. |

The supervisor must have a current, valid license for the class of vehicle the learner is driving and must sit in the front passenger seat beside the learner. An expired, suspended, or revoked license does not qualify.
A valid out-of-state driver's license can qualify if the supervisor still meets Pennsylvania's age, vehicle-class, seating, and impairment rules. An out-of-state learner's permit is not a valid supervising license.
The supervisor must not be manifestly under the influence of alcohol or a controlled substance to a degree that endangers safety.
No. A valid qualifying out-of-state driver's license can be used, provided the person meets Pennsylvania's supervisor requirements.
The supervisor must be licensed to drive the class of vehicle the learner is driving. A higher license class can qualify when it legally authorizes the supervisor to drive that vehicle class.
No. The supervising driver's license must be current and valid. If the license is expired, suspended, or revoked, the person does not qualify to supervise.
The supervisor must remain legally qualified, stay seated beside the learner, and be able to provide active supervision throughout the drive.
A learner driving without a qualified supervisor can face consequences under the applicable traffic laws. A vehicle owner or person in control of the vehicle may also face separate consequences if they knowingly permit unauthorized or illegal driving. That does not mean every supervision problem automatically gives both people the same points, fine, or suspension.
PennDOT's driver-record service should not be treated as a public tool for checking another person's license status. Access to another driver's record requires the proper authorization or permitted purpose.
For drivers under 18, see the Required Practice Hours guide and Road Test Documents guide for the 65-hour certification and test-day paperwork. A person may be legally allowed to supervise a drive without that drive necessarily qualifying toward the DL-180C 65-hour total.
For the original learner's permit application, DL-180TD consent is a separate requirement. The qualifying adult may sign before the examiner, and notarization is used when that adult cannot accompany the applicant.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
