Ohio Learner's Permit Cost and Fees: Application, Retest and Payment Plan Rules

How Much Does an Ohio Learner's Permit Cost?

The application fee for an Ohio learner's permit (TIPIC) is $26.50, paid after you pass the required tests. The TIPIC fee is the same regardless of age, although the full driver-license fee later can vary by age.

Permit and Testing Fees

Service	When You Pay	Current Charge
Knowledge test	When you take the test	No separate Class D knowledge-test fee
Knowledge-test retake	After a failed attempt	No separate retake fee; Ohio requires at least a 24-hour wait before retesting
Operator TIPIC issuance	After you pass the required testing and complete issuance at a deputy registrar	$26.50
Reprint / duplicate credential	Only if you later need that separate service	Check the current BMV fee table for the specific transaction

Ohio BMV's current fee table lists the operator temporary permit at $26.50: https://www.bmv.ohio.gov/doc-fees.aspx.

Is the Ohio knowledge test free?

Ohio does not list a separate Class D knowledge-test fee. The $26.50 TIPIC fee is paid when you complete permit issuance after passing the required testing.

Do you pay again each time you fail the Ohio permit test? No separate Class D retake fee is listed. A failed attempt costs time because you must wait before trying again, not another TIPIC fee.

Is the $26.50 Ohio TIPIC fee the same for teens and adults?

Yes. The operator TIPIC fee itself is $26.50 regardless of age. The first driver-license fee later varies by age.

Does the Ohio TIPIC fee include the plastic permit card? The $26.50 is the operator temporary-permit issuance fee. Do not add a separate plastic-card charge unless the BMV lists a separate transaction you actually need.

Hidden Fees and Additional Costs

Beyond the standard permit application fee, budget for these potential expenses.

QUICK NAVIGATION

Payment Card Surcharge: Using a credit or debit card adds a service fee of $1.25 or 1.95% of the total, whichever is greater.
Notary Public: Applicants under 18 must submit a notarized BMV 5791 Fifty-Hour Affidavit when applying for the probationary or full license - not at the TIPIC stage. Banks often provide this service for free to customers, but standalone notaries may charge $5-$10.
Passport Photos: The BMV takes your photo onsite at no extra charge. Do not pay for external passport photos.
Driver Education (Under 18): Mandatory courses cost $300-$500, a major expense separate from the permit price.

Check payment policies before your visit. While most Deputy Registrar locations accept cards, some independent offices in smaller towns like Chillicothe may still be cash or check only. Calling ahead to confirm can prevent a wasted trip.

Is Ohio driver education included in the permit fee?

No. The BMV TIPIC fee and private driver-education charges are separate. If driver education applies to your age group, budget for it separately.

Total Cost If You Fail the Test

A failed Ohio Class D knowledge test does not create a separate retake fee. For the full failed-test fee and refund explanation, see the Ohio fees and costs guide.

Do You Have to Pay the Ohio TIPIC Fee in Full?

The Ohio BMV does not offer an installment plan for the standard TIPIC issuance fee. The amount due for the BMV transaction is paid when the permit is issued.

For detailed payment-method questions, use the dedicated Ohio BMV payment-method guide. For possible fee assistance, see the separate fee-waiver page.
