Age	Holding-period rule	Earliest eligibility
14–15	12 months or until age 16, whichever comes first, but never less than 6 months	When that age-based rule is satisfied
16–17	6 months or until age 18, whichever comes first	When that age-based rule is satisfied
18+	No permit holding period	After the other applicable road-test requirements are met

Applicants under 16 must also complete the separate 50-hour supervised-driving requirement. Use the current NDDOT road-test process rather than the older form references that appeared here.

If I Get My North Dakota Permit at 15, When Can I Take the Road Test?

You must hold the permit for 12 months or until you turn 16, whichever comes first, but never for less than six months. A 15-year-old who reaches age 16 after at least six months can become eligible on the 16th birthday.

What Happens to the Waiting Period When You Turn 16?

For someone who received the permit at age 14 or 15, turning 16 can end the longer waiting-period calculation only after the permit has been held for at least six months.

Turning 18: For a permit holder age 16 or 17, the waiting period ends at age 18 under the “six months or until 18, whichever comes first” rule. The dedicated Turning 18 With a Permit page covers the broader age-18 transition.

Scheduling the Road Test After Becoming Eligible

Schedule the road test only after you reach your age-based eligibility date. Use the current NDDOT Driver License Site information and scheduler for available road-test locations and appointments.

Appointment availability does not change the statutory holding period. If a preferred site is full, choosing another available road-test site may help with scheduling, but it does not make you eligible earlier.

Can Anything Shorten the North Dakota Road Test Waiting Period?

A road-test waiver does not remove or shorten the required permit holding period. Eligible applicants must satisfy the age-based holding period before the road test can be completed or waived.

Age 14–15: the calculation can end at age 16 if that happens before 12 months, but the permit must still be held for at least 6 months.
Age 16–17: the waiting period ends after 6 months or at age 18, whichever comes first.
Road-test waiver: an approved waiver may remove the road test itself for an eligible applicant, but it does not erase the holding-period requirement.

See the NDDOT road-test waiver requirements for the separate waiver rules.

Does a North Dakota Road-Test Waiver Remove the Permit Waiting Period?

No. An approved waiver can remove the road test itself, but you must still satisfy the age-based permit holding period before the test can be waived.

Road-Test-Date Eligibility Problems

These examples show how the age calculation works:

A 15-year-old who has held the permit for at least 6 months may become eligible on the 16th birthday if that birthday arrives before 12 months have passed.
A 17-year-old whose 18th birthday arrives before the full 6-month period ends becomes eligible at age 18.
A 14-year-old normally reaches the 12-month mark before turning 16, so the 12-month point controls.

Calculate the eligibility date before booking. Keep vehicle, document, and appointment preparation on the dedicated road-tes
