Transferring a New Mexico learner's permit to another state is not a direct process. No state offers a simple credential swap for learner's permits. Once you establish residency in a new state (typically 30-90 days), your New Mexico permit is no longer valid for driving, you must apply for a new permit in your new state. Get your certified NM driving record and driver education certificates before you leave.
A New Mexico permit is valid for supervised driving in most states while visiting, but not after you establish residency.
| Situation | What It Means for Your New Mexico Permit | What to Do |
|---|---|---|
| Temporarily visiting another state | Your ability to drive depends on the host state's rules for out-of-state learner permits and supervision. | Check the host state's permit rules before driving and follow any stricter restrictions that apply. |
| Moving and establishing residency | A New Mexico permit does not directly transfer into the new state's permit. | Follow the new state's licensing process and ask whether any New Mexico permit time, driver education, or practice records will receive credit. |
New Mexico can replace an out-of-state instructional permit when the other state's GDL program is comparable, but you still have to meet New Mexico's requirements. MVD may accept qualifying out-of-state driver-education records, and New Mexico's own holding-time and practice rules still control progression.
Required documentation to bring: surrendered NM learner's permit, certified NM driving record, NM Driver Education Completion Certificate, proof of identity (birth certificate, passport), proof of Social Security Number, two proofs of new state residency, parent/guardian if under 18, and application fee.
Only if the new state's licensing agency specifically allows it. Once you move, that state's rules control the road-test and permit requirements; do not assume a New Mexico permit by itself makes you road-test eligible there.
Do you have to surrender your New Mexico learner's permit after getting a permit in another state? Follow the new state's instructions. Once it issues its own permit, stop using the New Mexico permit and surrender or invalidate it if the new agency requires that as part of issuance.
Some states may credit a portion of your NM permit holding time toward their mandatory period, not guaranteed. Your 50-hour log may be accepted if you provide the original signed form and the new state has similar GDL requirements. If the new state has vastly different requirements, expect to start from scratch.
The New Mexico learner's permit guide has full eligibility details.
A teen moving from Albuquerque to Denver went to the Colorado DMV without her NM driver's ed certificate. Colorado required it to waive their classroom hours, without it, she had to enroll in a Colorado-approved course, delaying her permit by two months. A family moving from Las Cruces to Phoenix had their son's handwritten 40-hour log rejected at the Arizona MVD because it was not on the official NM MVD form. He had to restart his 30-hour Arizona requirement.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
