Permanent Permit (Mailed): Your official photo card is processed centrally and mailed. You should receive it within 10 to 15 business days.

Bring a bank statement or utility bill issued within the last 60 days for proof of address. An applicant in Trenton was turned away for using a 90-day-old statement, forcing a reschedule and a new 2-hour wait the following week.

What should I do if I passed everything but did not receive my permit before leaving MVC?

Ask the MVC staff what step is still open before you leave. Passing the tests does not help if the permit transaction was not completed or validated, so follow the agency's instructions for any remaining document, payment, or return step.

When can I start supervised driving after the permit is issued?

Start only after the permit is validated for practice driving. For age-16 applicants, the required behind-the-wheel instruction also has to be completed before supervised practice begins.

How long does it take to receive my learner's permit in the mail in New Jersey?

Permit vs. license: New Jersey learner's permits are issued as paper documents through the MVC process; they are not mailed as a plastic permit card. Mailing after a road test is a separate probationary-license process covered in the road-test and license guidance.

Agency Volume Can Extend the Visit

Check-in lines and testing-station availability can make an MVC visit take longer than the transaction itself. Office closures, appointment timing and best-time planning belong in the dedicated Appointments & SOS guidance.

Common Reasons a Permit Takes Longer Than Expected

Document Errors: Proof of address older than 60 days or name mismatches on Social Security cards.
Test Failure: Failing the knowledge test causes a mandatory 7-day wait to retake.
Agency Volume: Check-in or testing queues can extend the visit.
Address Issues: USPS will not forward government mail. An outdated address with the MVC will delay or prevent delivery of your plastic license.

Why would an NJ learner permit take longer to issue after I pass the tests?

Passing the tests is only one part of the transaction. A document problem, incomplete application, payment issue, or additional MVC review can keep the permit from being completed that day.

Can an MVC system or printer problem delay same-day permit issuance? Yes. A temporary agency system or printing problem can delay the final document even when your application and tests are complete. Ask the clerk what proof or follow-up instructions you should keep before leaving.
