Who Can Supervise a New Jersey Permit Holder? Age 21+, 3 Years Experience

New Jersey does not limit permit supervision to a parent or guardian. Any adult who meets the MVC supervisor rules can qualify; the exact age, license, and experience requirements are listed below.

Who qualifies as a supervising driver for a New Jersey permit holder?

Your supervising driver must meet three strict criteria: be at least 21 years old, hold a valid New Jersey driver's license, and have at least three years of driving experience. The supervisor does not need to be a parent or guardian; any qualified adult can fill this role.

Examples of Who Can and Cannot Supervise

Use this table to check if your passenger qualifies as a legal supervisor. Violations can lead to tickets for both the driver and the supervisor.

The supervisor must currently hold a valid New Jersey driver's license and have at least three years of driving experience. MVC does not say the person must have held a New Jersey license for all three years.

Does my supervisor need to have held a New Jersey license for all three years?

No. MVC states that the supervisor must hold a valid New Jersey driver's license and have at least three years of driving experience. Those are separate requirements.

Can different adults supervise my New Jersey practice-driving hours?

Yes. Your practice sessions can be supervised by different adults as long as each supervising driver meets the legal requirements while supervising you.

Can a supervising driver sign Form BA-CSD if they are not my parent or guardian?

Yes. Form BA-CSD allows certification by a parent, guardian, or supervising driver who meets the form's requirements and can certify that the required supervised hours were completed.

Front-Seat Supervision and Valid-License Requirements

The qualified supervising driver has specific legal duties and restrictions.

• Seating Position: The supervisor must sit in the front passenger seat at all times; supervision from the back seat does not count.
• Sobriety and fitness to supervise: The supervisor should be able to supervise safely. Do not treat a passenger's BAC alone as an automatic DUI charge when the permit holder is the driver.
• Alertness: The supervisor must stay alert, not use a cell phone, and be ready to intervene.
• Liability: The supervisor can be held legally and financially responsible for any accident or violation.

Form BA-CSD is the Certification of Supervised Driving, not the trip-by-trip driving log. MVC recommends using the Share the Keys log to track practice, but only BA-CSD satisfies the certification requirement at licensing.

See the New Jersey learner's permit guide for complete requirements.

Expired or Suspended Supervisor License

They no longer meet the requirement to hold a valid New Jersey driver's license and should not supervise you until the license is valid again.
