A Montana learner permit lets you practice driving before you qualify for an unrestricted Class D license. It is a supervised-driving credential, not permission to drive alone.
QUICK NAVIGATION
The learner permit is the practice stage. You may drive only while following Montana's learner-permit supervision rules. Driving alone remains illegal until you qualify for the next license stage.
The permit itself is different from Montana's First-Year Restricted License. Passenger and nighttime limits belong to the restricted-license stage, not the learner-permit stage.
They refer to the same supervised-learning stage for a non-commercial driver. Montana MVD now commonly uses the term Non-Commercial Learner Permit (NCLP), while older materials may use instruction permit.
| Credential | Can You Drive Alone? | Main Purpose |
|---|---|---|
| Learner Permit | No | Supervised practice before the road test and next licensing stage |
| First-Year Restricted License | Yes, subject to teen GDL restrictions | Independent driving with first-year passenger and nighttime limits |
| Full Class D License | Yes | Regular independent driving without the first-year teen restrictions |
The traffic-education route is available from age 14.5 through a state-approved traffic education program. The regular learner permit is available at age 15 or older through an MVD exam station for applicants who are not using the traffic-education route.
Does Montana have a provisional license? Montana calls the teen stage after the learner permit the First-Year Restricted License. That is the state's restricted post-permit stage before full driving privileges.
Age affects how you get the permit, but that detail belongs in the dedicated eligibility and driver-education guides. Applicants in the early teen pathway use an OPI-approved traffic education route; applicants who are old enough for the direct MVD route apply through the MVD. See the Montana permit eligibility guide for the age rules.
Keep practicing under the permit rules until you qualify for the next stage. Under-18 GDL applicants complete the required supervised driving and submit Form 21-1600 after the required permit period, before advancing. Detailed practice-hour, waiting-period, document, and road-test rules belong in their dedicated guides.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
