First-time Missouri instruction-permit payment is made in person at a license office after you pass the required MSHP tests.
Eligible noncommercial instruction-permit holders may be able to renew or request a duplicate remotely through MyDMV. Remote service is not available to every permit holder, so check the current eligibility rules before relying on it.
Yes, if you meet Missouri's remote-duplicate eligibility rules. The credential must be valid and more than 184 days from expiration, and DOR also checks citizenship-document verification and driver-history eligibility. If you do not qualify, request the duplicate at a Missouri license office.

Current remote-renewal rules include being age 21-49, having U.S. citizenship-document verification on file, completing a vision examination within the prior 12 months, having completed the previous application in person, and meeting DOR eligibility and driver-history checks.
