Missouri Permit Fee Waivers and Financial Assistance (2026)

Missouri does not publish a broad low-income waiver for the $10 Class F instruction-permit fee.

Does Missouri Offer Instruction Permit Fee Waivers?

The table below separates DOR fee-waiver claims from other assistance programs and nondriver-ID options.

Program or Form	What It Does	What It Does Not Do
General DOR permit fee waiver	No broad low-income waiver is published for the standard Class F permit fee.	It does not reduce the $10 permit fee simply because an applicant has low income.
Form 5862	Lets an eligible homeless-services provider certify homelessness and Missouri residency for a nondriver-ID application.	It is not an instruction-permit fee waiver, and the form states that applicable nondriver-ID fees still apply.
Chafee / Older Youth assistance	May provide approved financial or support services for eligible current or former foster youth, including transportation and other transition needs.	It is not an automatic DOR counter waiver and should not be described as a guaranteed $10 permit-fee reimbursement.
Free voting-purpose nondriver ID	A separate nondriver-ID option for eligible voters age 17½ or older.	It is not an instruction permit and gives no driving privilege.

Does Missouri offer a low-income waiver for the $10 instruction permit fee?

Missouri DOR does not publish a broad low-income waiver for the standard $10 Class F instruction-permit fee. Some applicants may qualify for separate assistance programs that help with driving education or transportation costs, but that is different from a DOR fee waiver.

Does Form 5862 waive Missouri permit fees?

No. Form 5862 is a homeless-status and residency certification used when applying for a Missouri nondriver ID. The form specifically says applicable nondriver-ID fees still apply, and it is not a waiver of an instruction-permit fee.

What Financial Help May Be Available for Missouri Permit Applicants?

Form 5862: Homeless Status and Residency

Form 5862 is used to certify homeless status and Missouri residency for an eligible nondriver ID application. It does not waive the instruction-permit fee. The applicant still needs the other identity/lawful-status/SSN documents required for the nondriver-ID transaction.

Foster Youth and Chafee Assistance

Eligible current or former foster youth can contact an Older Youth Transition Specialist or local Chafee provider to ask what support is available. Chafee services can include transportation and other transition-related help, but funding is based on program eligibility and approval rather than an automatic DOR permit-fee waiver.

Can Chafee funds help foster youth pay for driver's education or transportation?

They may. Missouri's Chafee support materials list driver's education and transportation among assistance categories for eligible youth, subject to program eligibility and available funding. That support is not the same as an automatic DOR permit-fee waiver.

What Alternative Assistance Programs Help Missouri Permit Applicants?

If the $10 permit fee or other driving costs are difficult to cover, ask the relevant support program what it can pay before making the purchase.

Chafee / Older Youth Program: May provide financial or support services for eligible current or former foster youth. Availability depends on the individual plan and provider approval.
Driving-school or community scholarships: Some local organizations may help with optional driver training; terms vary by program.
Voting-purpose nondriver ID: This is a separate identification credential, not a learner permit and not a way to waive a permit fee.

Is the free Missouri voting ID the same as an instruction permit?

No. Missouri's no-fee voting credential is a nondriver ID for eligible applicants and does not give driving privileges. It is not a substitute for an instruction permit and does not waive the permit fee.
