Missouri Permit Driving Rules (2026): Supervision, Roads, Passengers and Phone Use

Holding a Missouri Instruction Permit means you must follow Missouri's supervision, permit-possession, seat-belt, and traffic-law rules. The core rule is simple: you cannot drive alone.

Who Can Supervise a Missouri Permit Holder While Driving?

You cannot drive alone with a Missouri instruction permit. A qualified supervisor must be in the front passenger seat whenever you drive. The exact qualification rules depend on the permit holder's age, so use the dedicated supervisor-requirements guidance for the full under-16 and age-16+ rules.

If the person with you does not qualify as the required supervisor, stop driving until a qualified supervisor is present. See the Missouri permit driving-rules guide for the related supervision topics.

Where and When Can You Drive With a Missouri Instruction Permit?

With the required supervisor present, you may practice on public roads in Missouri, including highways and at night.

Is There a Curfew for a Missouri Instruction Permit?

The instruction permit does not use the Intermediate License's 1 a.m.-5 a.m. curfew. You still need the required qualified supervisor whenever you drive. Under-18 applicants also need at least 10 hours of nighttime practice before qualifying for the Intermediate License.

Can You Drive on the Interstate with a Missouri Instruction Permit?

Yes. Missouri does not limit supervised instruction-permit driving to local streets. Start with roads that match your skill level and build up to faster or heavier traffic with your supervisor.

Can You Drive to School or Work with a Missouri Permit?

Yes, but only while following the normal instruction-permit supervision rule. School or work does not create a general solo-driving exception for an instruction permit.

What Are Missouri's Passenger and Phone Rules for Permit Holders?

The instruction permit does not use the Intermediate License's numerical passenger limits, but every occupant must follow Missouri seat-belt rules and the required supervisor must remain in the front passenger seat.

Check the Missouri learner's permit guide for current rules and fees.

How Many Passengers Can You Have with a Missouri Instruction Permit?

Missouri does not set the same numerical passenger limit for an instruction permit that it sets for an under-18 Intermediate License. Extra passengers can still create distractions, and everyone must be properly restrained.

Can a Missouri Permit Holder Use a Hands-Free Phone or Navigation?

Missouri's Hands Free Law applies to the person operating the vehicle. A permit holder should not hold or manually use an electronic device while driving. Hands-free navigation or communication must still be used in a way that does not distract from safe driving. A passenger-supervisor's phone use does not transfer a Hands Free Law violation to the permit holder.

• Driving with Friends: Additional passengers are not subject to the Intermediate License's numerical limit while you are on an instruction permit, but they should not interfere with safe practice.
• Drive-Thrus and Parking Lots: If you are operating the vehicle, the normal supervision requirement still applies.

What Happens If You Break Missouri Instruction Permit Rules?

Breaking an instruction-permit rule can lead to a citation. The permit-rule violation itself is an infraction and does not add points, while separate traffic, alcohol, or licensing offenses can have their own consequences.
