A Michigan GDL Level 1 Learner's License is a restricted instruction permit for supervised driving practice. It is the first of three stages in Michigan's Graduated Driver Licensing system for drivers under 18.
A Michigan GDL Level 1 License is a supervised-practice credential. The teen must drive with a licensed parent or legal guardian, or a designated licensed adult age 21 or older. Solo driving violates the Level 1 GDL restriction and is a civil infraction carrying 2 points. It is a Class O learner credential available from age 14 years 9 months; Kelsey's Law also restricts phone use while driving.
Level 1 requires constant supervision. Level 2 allows solo driving with nighttime and passenger restrictions. At Level 2 you can drive alone after 10 PM with written parent permission and carry up to one non-family passenger under 21 for the first six months.
| Feature | Level 1 Learner's Permit | Level 2 Intermediate License | Level 3 Full License |

| Supervision | Always required (licensed adult 21+) | Not required for solo driving | Not required |
| Driving Alone | Never permitted | Permitted | Permitted |
| Passenger Limit | Supervisor only | Max 1 passenger under 21 (exceptions for family) | No limits |
| Curfew | Follow supervisor's rules | No driving 10 PM - 5 AM (exceptions apply) | No curfew |
| Testing Required | Segment 1 written exam & vision test | Segment 2 & Road Skills Test | Automatic upgrade |
Pro tip: Check out the Michigan Driver Manual PDF for full Level 1 rules.
Level 1 is the supervised GDL stage. Two different timing milestones matter: Segment 2 eligibility and road-test/Level 2 eligibility.
After at least 3 months on Level 1 and at least 30 supervised hours, including 2 at night, a teen may become eligible to begin Segment 2. The later road-test/Level 2 milestone requires at least 6 months on Level 1 and 50 supervised hours, including 10 at night.
For the full practice-hour, waiting-period, and next-step rules, use the dedicated road-test and licensing guide.
The key Level 1 rule is simple: it is a supervised driving credential, not permission to drive alone.
Keep only the basic restriction in mind here. Detailed supervisor rules, driving restrictions, penalties, and violation consequences belong in the dedicated driving-rules guide and tickets/suspensions coverage.
Adults 18 and older apply for a Temporary Instruction Permit (TIP) instead of a GDL Level 1. The TIP requires passing the 50-question knowledge test, paying $25, and holding the permit for 30 days before taking the road test. No Segment 1 or log requirement applies.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"

"I was struggling with the specific road rules of my state until I used Shoro. The flashcards are a game changer for quick revision before the actual exam."

"The readiness score gives you so much confidence. I knew exactly when I was ready to take the test. Highly recommend Shoro for anyone nervous about their exam."
