Massachusetts residents without a Social Security number can apply for a Standard (Class D or M) learner's permit under the Work and Family Mobility Act without proving lawful U.S. presence. Applicants who have never been issued an SSN complete the Affidavit of No SSN (Form LIC119) at the RMV.
The Work and Family Mobility Act (WFMA), effective July 1, 2023, allows all Massachusetts residents to apply for a Standard Class D or Class M license or permit regardless of immigration status.
The license is marked 'NOT FOR FEDERAL ID.' It cannot be used for domestic flights or federal building access after May 7, 2025.
This law treats driving privileges separately from immigration status. No gray areas here.
Can DACA, TPS, asylum or undocumented applicants get a Massachusetts permit? Massachusetts law allows residents who meet the other licensing requirements to apply for a Standard Class D or M permit without proving lawful presence. The RMV does not need a separate immigration-status category for Standard-permit eligibility.
You must prove identity, date of birth, and Massachusetts residency. A Social Security Number is not required. Acceptable foreign identity documents include a valid foreign passport, consular ID card, or permanent resident card. The exact residency-document requirement depends on whether you apply for a Standard credential or REAL ID; see the residency subsection below.
| Requirement | Standard Permit Without SSN | REAL ID |
|---|---|---|
| SSN | An SSN is not required when the applicant follows the RMV no-SSN process. | REAL ID eligibility follows federal identity and lawful-presence requirements. |
| Lawful-presence proof | Not required for a Standard credential under the Work and Family Mobility Act. | Required. |
| Federal ID use | Not for federal identification. | Designed for federal REAL ID use when all requirements are met. |
Provide one document from List A or two from List B:
If you have never been issued an SSN, complete the Affidavit of No SSN (LIC119) at the RMV. You do not need an SSN denial letter.
If you're under 18, you'll also need parental consent. Download the Class D, M, or D/M license application form from mass.gov.
For a Standard permit, bring one acceptable Massachusetts residency document dated within the last 60 days showing your name and physical address. A REAL ID requires two residency documents from different sources.
Any non-English document requires a certified translation.
An ITIN is not a Social Security number and does not replace the RMV's Social Security-status requirement. If you have never been issued an SSN, the Standard-permit process can use the Affidavit of No SSN (LIC119) with the identity documents allowed for that process.
Do not use LIC119 if the Social Security Administration has already issued you an SSN. The affidavit requires you to certify that you have never been issued one. For a Standard permit, the RMV can validate an SSN electronically; for REAL ID, use an accepted document showing the full SSN, such as a Social Security card or qualifying W-2.
Can someone without an SSN later get a REAL ID? A Standard permit does not block a later REAL ID application. The applicant would need to meet the REAL ID requirements at that time, including lawful-presence and Social Security documentation. REAL ID eligibility is separate from Standard-permit eligibility.
The process for applicants without an SSN involves specific steps. Appointments are required. Bring the original identity documents and the residency proof required for the credential type you selected.
Complete the online application fully before your appointment. A Worcester applicant's 10:30 AM slot at the Worcester RMV was wasted because they tried to finish the application on-site, causing a system timeout and requiring a new appointment weeks later.
Study the 2026 Massachusetts Driver's Manual before taking the knowledge test. Download it from the RMV site.
The Massachusetts learner's permit application and knowledge-test fee is $30, and the permit is valid for 2 years. Road-test and license-issuance costs belong in the dedicated fees guidance rather than this eligibility article.
See the Massachusetts permit fees and costs guide for the full licensing-cost breakdown.
Unlike some states, Massachusetts does not require proof of lawful presence. Connecticut and Vermont have similar laws. New Hampshire and Maine do not have equivalent Massachusetts-style non-SSN permit programs, so check the new state's licensing requirements if you move.
Rhode Island requires a taxpayer identification number or foreign passport.
Study the Driver's Manual sections on fines and penalties. A Lawrence applicant failed the knowledge test twice, paying $60 in extra fees, because they didn't know specific fine amounts for violations like texting while driving.
Maria used her valid Guatemalan passport, a certified translation of her birth certificate, a current lease, and a National Grid bill. She signed the Affidavit of No SSN at her Haymarket RMV appointment, passed the knowledge test, and received her permit.
Carlos presented his Mexican Consular ID and two bank statements. He had booked his appointment online for 2:15 PM at the Springfield RMV, ensuring he arrived early with all documents translated. He passed on his first attempt.
Ahmed's application was rejected at the Fall River RMV because his foreign driver's license had expired. He had to correct the identity-document problem before reapplying.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
