You must provide documents proving identity, age, Social Security number, Maine residency, and lawful U.S. Maine learner's permit guide
presence. Complete Form MVE-64 before your visit. If you are under 18, bring your driver education certificate at the time of application.
Provide two forms of identification. One must show your date of birth and the other must bear your written signature.
If you mail the learner's permit application, Maine allows copies of identity documents with the application, but originals must be shown at the examination. REAL ID documentation has stricter rules: original documents or copies certified by the issuing agency are required.
Show one of these documents to confirm your SSN.
For a standard credential, provide one document showing your Maine physical address. For REAL ID, provide two.
| Credential | Maine Residency Proof | Identity / Status |
|---|---|---|
| Standard | 1 residency document | Two forms of identification plus legal-presence proof |
| REAL ID | 2 residency documents | REAL ID identity and lawful-status documents plus SSN or evidence of SSN ineligibility |
Documents that are not accepted include PO Box addresses, expired bills, junk mail, and handwritten notes.
Maine BMV's published residency guidance does not promise that a phone screenshot or on-screen statement will be accepted. If your proof is electronic, print the document or confirm acceptance with BMV before the appointment.
For applicants under 18, Form MVE-64 must include the required parent or legal guardian signature. If a parent or guardian is used as one of the minor's identity documents, that parent or guardian must appear in person and prove identity.
Legal guardians must provide court guardianship documents.
Complete Maine permit details are on the Maine permit guide.
If you are under 18 and cannot provide a standard residency document in your own name, Maine allows a BMV residency affidavit signed by a parent or guardian. For applicants 18 or older who cannot provide regular proof, BMV requires affidavits from two people who know the applicant and the Maine residence.
Bring all original documents. The required permit application paperwork includes:
In Lewiston, Ella brought the hospital birth certificate with the decorative border and footprint panel - a keepsake, not a certified copy. The BMV rejected it immediately; only a Maine CDC certified copy qualifies, and processing one takes about two weeks.
Failing for a name mismatch is more common than you'd think. In Bangor, an adoption was complete but the SS card still showed the pre-adoption surname. The mismatch was flagged at the counter; an SSA record update was required, adding roughly 3 weeks. Maine adoption name changes do not auto-trigger SSA record updates.
Maine's zero grace period for expired IDs caught an Auburn applicant off guard. The ID had expired during three months abroad with no chance to renew before returning. The BMV sent her home; even one day over the expiry date fails at the counter, and the next appointment was 8 days out.
At the Portland office, a family laminated the SS card at the post office thinking it looked more official. Maine BMV clerks flag post-office lamination the same as home lamination; it was rejected and an SSA appointment for a replacement card was needed, adding 10 days.
| Situation | Required Documents |
|---|---|
| Name Change | Marriage certificate, court order, or divorce decree |
| Born Outside the U.S. | Original foreign birth certificate with official English translation plus proof of lawful presence |
| School Enrollment Proof | Official school records or transcripts showing Maine address (often used as one proof of residency for teens) |
Gather your learners permit documentation at least two weeks before your appointment. Verify all documents are originals, names match exactly, and residency proofs are current to avoid rejection.
Additional Requirements: Applicants under 23 must include a birth certificate as required by MVE-64. A photocopy with the embossed seal or stamp of the issuing agency is acceptable; notarized copies are not. REAL ID requires two Maine residency documents, while a standard credential requires one.
Bring documents that connect the names, such as a marriage certificate, divorce decree, or court order. For REAL ID, Maine requires a clear document trail from the name on the identity document to your current legal name; if your name changed more than once, bring the documents needed to show the full chain of changes.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
