Your supervising driver must be at least 20 years old and must have held a valid driver's license for at least 2 years. The license does not have to be issued by Maine, but it must be valid and appropriate for the class of vehicle. Maine learner's permit guide
The supervisor must occupy the front passenger seat beside the learner while the vehicle is in motion.
No. Maine requires a qualified licensed operator; the statute does not say the supervising driver's license must be issued by Maine. A valid out-of-state license can qualify if the person meets the other requirements.
Possibly, but the supervising driver must follow any restrictions that apply to their own license while acting as the accompanying operator.
Yes. Maine requires the accompanying operator to occupy the seat beside the learner while the learner is driving.

Who can supervise vs. who can certify MVE-21
| Role | Who Qualifies |
|---|---|
| Supervise a practice drive | Any licensed operator who meets Maine's age, 2-year license-history, vehicle-class, seating, and other legal requirements. |
| Certify the completed MVE-21 log | Parent, stepparent, guardian, or spouse. An employer may certify when the permittee has none of those people available under the form's conditions. |
The supervisor must remain legally qualified to act as the accompanying operator, sit beside the learner, and follow any restrictions on the supervisor's own license. The supervisor should stay attentive and ready to guide the learner.
For police-stop consequences involving a supervising driver, see the dedicated Supervisor Pulled Over page.
Do not count practice completed with a person who fails Maine's statutory supervisor requirements toward the required supervised-driving total.
Additional Notes: Supervisors must not be impaired by alcohol or drugs while accompanying the learner; Maine treats that as a Class E crime. The completed MVE-21 log has a separate certification rule: parent, stepparent, guardian, or spouse, with an employer allowed when the permittee has none of those people under the form's conditions. The person who certifies the final log does not have to be the only person who supervised every practice drive.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
