Vision Screening: Pass a standard eye exam.

Written Knowledge Test: Test on Kansas traffic laws.

Driving Skills Test: Required for the full license; may be scheduled separately.

Current permit fee: The base Kansas instruction-permit credential is $10. Examination charges, license fees and payment methods are covered on the dedicated Kansas fees pages.

Driving with a Foreign License or Permit

If you hold a full, valid driver's license from another country, Kansas may allow you to drive under the nonresident exemption while you still qualify as a nonresident. Once Kansas residency requirements apply, obtain the Kansas credential required for your status. You do not need a Kansas learner's permit merely because you already hold a full foreign license and are applying directly for a Kansas license.

Reciprocity Agreements: Kansas currently recognizes qualifying transfers from Taiwan and South Korea. A valid unexpired South Korean license may transfer without the written or driving exam; KDOR also identifies Taiwan as reciprocal. Other foreign-license holders generally must complete vision, written and driving exams unless KDOR identifies another applicable exception.
Foreign Learner's Permit: Kansas law does not allow driving on a foreign learner's permit. It is not recognized, and attempting to drive with one is equivalent to driving without a license.

Can a Visitor Drive in Kansas With a Valid Foreign Driver's License?

Yes, a qualifying nonresident age 16 or older may drive a Class C or M vehicle in Kansas with a valid license from the home country while the person still qualifies as a nonresident.

Which Foreign Driver's Licenses Can Transfer to Kansas Without Both Tests?

Reciprocity does not remove the remaining Kansas document, lawful-presence, residency and vision requirements. Check KDOR before applying because eligibility and required documents still depend on the credential and applicant status.

Does a Foreign Learner's Permit Let You Practice Driving in Kansas?

Do not rely on a foreign learner's permit as Kansas driving authority. The nonresident exemption applies to a valid driver's license, not simply a learner credential. If you need to learn to drive in Kansas, follow the Kansas instruction-permit process.

When Does an International Student Become a Kansas Resident for Driver's-License Purposes?

Kansas residency is determined under the state driver-license residency rules, not simply by enrolling at a university or living in a dorm. Check the statutory residency triggers and your actual circumstances before relying on the nonresident foreign-license exemption.

Common Kansas Licensing Scenarios for International Students

F-1 Student at KU in Lawrence: Applying Without an SSN

An F-1 student in lawful non-work status may fall under Kansas's SSN exception. Do not assume the student must obtain an SSA denial letter before every Kansas credential application. The student should bring the immigration and residency documents that apply to the requested credential and current status.

Action: Check the current KDOR No-SSN and Required Documents guidance before the DOV visit rather than making an unnecessary Social Security office trip.

J-1 Applicant With a Foreign Driver's License

A J-1 researcher with a valid foreign driver's license should first determine whether they still qualify as a nonresident under Kansas law. The key question is residency status, not an automatic 90-day countdown that begins after Kansas residency has already been established.

Action: Confirm your residency status and Kansas licensing obligation before continuing to drive
