Insurance is not part of the learner's permit issuance checklist. Permit type, documents, fees, and application steps are covered on the dedicated eligibility and application pages. For reference, a Class D Instruction Permit is $20 and a Driver Training Instruction Permit/SIP is $21.50.

Idaho Traffic Stop With a Permit Supervisor: Who Gets the Ticket and What Happens

If your supervising driver gets pulled over in Idaho while you are driving with a permit, the legal consequences are severe for both of you.

The permit holder is the driver/operator when they are behind the wheel; the accompanying adult is the required supervisor.
If they are intoxicated, have a suspended license, or are otherwise disqualified, you are considered to be driving without a valid supervisor.
This cancels your permit and resets your six-month supervised driving period.

Permit Holder and Supervisor Responsibilities

During a police stop with a learner driver, both parties have specific legal duties. The officer will check the status of both the permit holder and the supervising driver.

Permit Holder: Must have a valid Supervised Instruction Permit (SIP) and follow all GDL restrictions.
Supervising Driver: Must be at least 21, have a valid driver's license, and be 'actually occupying' the front passenger seat. They must be sober, alert, and legally capable of taking control of the vehicle.
Officer Checks: The officer will verify both licenses, check for warrants, and assess the supervisor's condition (e.g., signs of impairment).

Scenario 1: The Learner Commits a Traffic Offense

If the permit holder is driving and speeds, runs a stop sign, or commits another traffic offense, the citation belongs to the permit holder as the vehicle operator. A traffic-law conviction during the SIP supervised period can cancel the SIP and restart the six-month period.

Does my supervisor get the ticket if I speed while driving on my permit?

No. If the learner is behind the wheel and commits the speeding offense, the learner is the vehicle operator and the citation belongs to the learner.

Scenario 2: The Supervisor Is Unqualified

If the accompanying adult was already unlicensed, suspended, or otherwise did not meet the SIP supervisor requirement, the learner was operating without the required qualified supervisor. That can trigger the SIP cancellation/restart consequences.

What if my supervising driver has been drinking?

Do not continue practice driving with an adult who is impaired or unable to supervise safely. Arrange for a sober, qualified supervisor or another properly licensed driver before the vehicle moves again.

Scenario 3: The Supervisor Becomes Unavailable During the Stop

If a qualified supervisor is arrested, becomes ill, or otherwise cannot continue supervising after the vehicle has stopped, the permit holder should not resume driving until another qualified supervisor is present. The learner does not become a violator merely because the supervisor becomes unavailable while the vehicle is already stopped; the problem arises if the learner then drives without the required supervisor.

Can another qualified adult take over after my supervisor is arrested or becomes ill?

Yes, if another adult meets the supervisi
