Idaho Learner's Permit Without an SSN: Eligibility and Documents

No. Idaho law requires proof of lawful U.S. presence for all driver's credentials. Undocumented immigrants cannot.

Can undocumented immigrants get a learner's permit in Idaho?

No. Idaho law requires proof of lawful U.S. presence for all driver's credentials. Undocumented immigrants cannot obtain a learner's permit or driver's license.

Can I get a learner's permit without a Social Security number in Idaho?

Yes, but only if you are legally present and are not eligible to receive an SSN. You must provide the documentation the DMV requires for the SSN exception.

These are different situations: being lawfully present but not eligible for an SSN can still allow an Idaho credential; being unable to prove lawful presence does not.

Eligibility and Legal Presence Requirements

Idaho has no 'Green Light' law. Eligibility depends on immigration status, not state residency alone.

• Undocumented Immigrants: Not eligible for any permit or license.
• Legal Non-Citizens: Eligible with valid proof of lawful presence (e.g., EAD, visa, I-94).
• DACA Recipients & Asylum Seekers: Eligible with a valid Employment Authorization Document.

For example, a Boise DMV office rejected an applicant in 2025 who presented a Mexican Consular ID and Idaho lease but no lawful presence document; the application was denied immediately.

Document Requirements for a Non-Citizen Permit

Applicants must provide four categories of documentation.

A Meridian applicant successfully obtained a permit using a student visa (F-1), I-94, passport, and an SSA-L676 letter alongside two utility bills.

Does an Idaho permit expire when my immigration document expires?

Idaho verifies lawful presence when issuing a credential, and temporary-status applicants may receive a limited-term credential. Use the expiration date printed on your permit and bring current lawful-presence documents when the DMV requires them again.

Applying Without a Social Security Number

The process for getting a driving permit without an SSN requires specific steps.

Full Idaho permit rules are at the Idaho learner's permit guide.

1. Visit a Social Security Administration office (e.g., in Boise or Pocatello) with your passport, visa, and I-94 to request and obtain the SSA-L676 denial letter.
2. Complete the Driver's License Application (ITD 002).
3. Bring all documents and fees to a county DMV office.

Call the DMV ahead to confirm they process SSA-L676 letters to avoid a wasted trip; the Nampa office only handles these on Tuesday and Thursday afternoons.

A Coeur d'Alene applicant failed the written test twice using outdated online quizzes before passing with focused practice on Idaho-specific road rules.

Can I use an ITIN instead of an SSN for an Idaho driver's permit?

An ITIN does not replace Idaho's driver-licensing SSN verification rule. If you have never been assigned an SSN, Idaho requires written proof from the Social Security Administration and separate proof of lawful presence.

What if I am legally present but have never been issued an SSN? Bring the SSA letter showing that no SSN has been assigned. Lawful presence is checked separately, so the SSA letter alone is not enough.

Fees, Testing, and License Details

If you qualify for the no-SSN pathway, the standard Class D fees and testing rules still apply: $20 for the instruction permit, $5 for the knowledge test, and $35 for the skills test. Detailed testing and road-test scheduling belong in the dedicated test and licensing guides.

A non-REAL-ID credential cannot be used for federal identification purposes such as commercial air travel.

Driving Without a License and How Idaho Differs From Nearby States

Driving without a license is a misdemeanor and can lead to vehicle impoundment and referral to ICE.

• Idaho vs. Neighbors: Unlike Washington (which also requires lawful presence) or Oregon (which requires proof of residency only), Idaho mandates lawful presence.
• Proposed Laws: Bills like SB 1081 for a 'Restricted Driver's License' have not passed.

An applicant in Twin Falls had their vehicle impounded after a routine stop for a broken taillight revealed no license, resulting in court fines and a referral to immigration authorities.

? REAL ID restriction: Non-citizens without SSN proof receive permits marked LIMITED TERM — these expire with immigration documents.

?? Under-18: Applicants under 18 need a liability signer. If the liability signer cannot be present at the county office, Idaho allows an acceptable power of attorney. If a required written or skills test is failed, wait at least three days before retesting and pay the test fee again.
