Your Hawaii instruction permit is valid statewide, but road tests are administered by county licensing offices. Before scheduling your road test, confirm that the location offers Class 3 behind-the-wheel exams and that the county will process your appointment. Use the appointment system for the county and location you choose office.
Not every driver-licensing office conducts Class 3 road tests. Confirm that the location offers road testing before booking.
| County | Class 3 road-test locations covered in this guide |

| Hawaii County | Hilo, Kona, Waimea and Pahoa |
| Kauai County | Lihue |
Use the county's current booking system for the location you choose. Appointment tactics belong in the dedicated scheduling guide.
A Hawaii instruction permit is statewide, but road-test booking and local processing are county-administered. Do not assume another county will accept your appointment or complete issuance for your situation. Confirm that county’s current eligibility and booking rules before reserving a test on another island.
Honolulu currently lists five Class 3 road-test locations: Kapahulu, Kapolei, Ko?olau, Wahiaw? and Wai?anae. Confirm the location in the county booking system before choosing an appointment.
Choose a location based on where you can legally test, appointment availability and a road environment you can practice safely. Traffic and road layout differ by location, and you cannot choose your examiner.
Choosing a different location does not mean the examiner uses an easier scoring rule. Road layout, traffic and appointment availability can differ, so choose a place you can reach and practice around safely rather than relying on unsupported “easy location” claims.
Bring the required applicant and vehicle documents and use a vehicle that meets the county's road-test rules. The full paperwork checklist belongs in Road Test Documents, and rental/company-car, temporary-plate and vehicle-condition rules belong in Vehicle Requirements — Road Test.
Road-test fees and cancellation/refund rules vary by county. They are not universally non-refundable, so use the dedicated Fees & Costs guidance for the current county rule.
Only state or county examiners administer the official Class 3 road test. A driving school may provide practice, a mock test or an eligible test vehicle where county rules allow it, but it cannot conduct the official examination.
Before leaving for the appointment, confirm the location, required documents and vehicle eligibility. Detailed vehicle inspection and appointment rules are covered in their dedicated guides.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
