Your Florida learner permit starts the supervised-practice phase. If you are under 18, you generally must hold the learner license for at least 12 months, meet Florida's moving-traffic-conviction requirement, and complete 50 hours of supervised driving, including 10 at night, before moving to a Class E license. Applicants age 18 or older may complete the Class E testing process without first being issued a learner license.
For applicants under 18, the learner license starts the 12-month holding period and the supervised-practice phase. Florida does not automatically start a new 12-month period from the date of every moving violation; the statute separately addresses moving convictions and the traffic-school/adjudication-withheld path.
Drivers under 18 generally must hold the learner license for at least 12 months and meet Florida's moving-traffic-conviction requirement before applying for a Class E license. Review the full driving restrictions in the Florida Driver Handbook.
Keep your own record of supervised practice as you go. HSMV 71143 is the certification of at least 50 hours of driving experience, including at least 10 hours at night; it is not an itemized session log. A parent, legal guardian, or other responsible adult age 21 or older may sign it, and the signature must be notarized or witnessed by an examiner. If the certifying adult will not sign in front of the examiner, have the signature notarized before the licensing visit.

Schedule your Class E Skills Test at an FLHSMV service center or a state-authorized third-party tester after meeting the 12-month and 50-hour requirements. The test includes a three-point turn, straight-in parking, a quick stop, and backing.
Before test day, confirm that your vehicle meets the road-test safety requirements and practice the required driving skills. Keep this page as the progression overview; detailed vehicle checks, maneuvers, and scheduling guidance belong in the dedicated road-test articles.
What should you complete first? If you are under 18, make sure the learner-license holding requirement and the 50-hour driving-experience certification, including 10 hours at night, are complete before the road test. Adults 18+ are not subject to that under-18 holding and practice-hour rule, but they still must meet the Class E testing and licensing requirements.
After an existing Florida learner-license holder passes the skills exam and completes the Class E issuance step, do not budget another full $48 original-license fee as the standard upgrade charge. A tax collector service fee may apply. Separate knowledge- or skills-retest fees apply only when a re-exam is needed.
For the complete fee breakdown, see the dedicated Florida permit and licensing cost guides rather than using this next-steps page as the fee calculator.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
